77 relating to a public awareness campaign on firearm safety and
88 suicide prevention.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter H, Chapter 411, Government Code, is
1111 amended by adding Section 411.210 to read as follows:
1212 Sec. 411.210. FIREARM SAFETY AND SUICIDE PREVENTION PUBLIC
1313 AWARENESS CAMPAIGN. (a) The department shall develop and
1414 implement a public awareness campaign designed to encourage firearm
1515 safety and to improve public awareness on the topics of:
1616 (1) prevention of firearm accidents involving
1717 children;
1818 (2) suicide prevention; and
1919 (3) the safe handling and storage of firearms.
2020 (b) In implementing the campaign, the department may engage
2121 in online advocacy, issue public service announcements, and
2222 distribute materials that cover the topics described by Subsection
2323 (a). The department may publish its own materials or may distribute
2424 materials published by firearm safety advocacy organizations.
2525 (c) The department may establish a process under which an
2626 applicant for an original or renewed license under this subchapter
2727 may make a voluntary donation to support the campaign.
2828 (d) The department may pay the costs of the campaign and its
2929 administration from:
3030 (1) gifts, grants, or donations, including donations
3131 collected under Subsection (c), if applicable;
3232 (2) matching funds; and
3333 (3) other funds made available for that purpose,
3434 including available department revenue.
3535 SECTION 2. This Act takes effect September 1, 2019.
