9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter H, Chapter 411, Government Code, is |
---|
11 | 11 | | amended by adding Section 411.210 to read as follows: |

12 | 12 | | Sec. 411.210. FIREARM SAFETY AND SUICIDE PREVENTION PUBLIC |
---|
13 | 13 | | AWARENESS CAMPAIGN. (a) The department shall develop and |
---|
14 | 14 | | implement a public awareness campaign designed to encourage firearm |
---|
15 | 15 | | safety and to improve public awareness on the topics of: |
---|
16 | 16 | | (1) prevention of firearm accidents involving |
---|
17 | 17 | | children; |
---|
18 | 18 | | (2) suicide prevention; and |
---|
19 | 19 | | (3) the safe handling and storage of firearms. |
---|
20 | 20 | | (b) In implementing the campaign, the department may engage |
---|
21 | 21 | | in online advocacy, issue public service announcements, and |
---|
22 | 22 | | distribute materials that cover the topics described by Subsection |
---|
23 | 23 | | (a). The department may publish its own materials or may distribute |
---|
24 | 24 | | materials published by firearm safety advocacy organizations. |
---|
25 | 25 | | (c) The department may establish a process under which an |
---|
26 | 26 | | applicant for an original or renewed license under this subchapter |
---|
27 | 27 | | may make a voluntary donation to support the campaign. |
---|
28 | 28 | | (d) The department may pay the costs of the campaign and its |
---|
29 | 29 | | administration from: |
---|
30 | 30 | | (1) gifts, grants, or donations, including donations |
---|
31 | 31 | | collected under Subsection (c), if applicable; |
---|
32 | 32 | | (2) matching funds; and |
---|
33 | 33 | | (3) other funds made available for that purpose, |
---|
34 | 34 | | including available department revenue. |
---|
35 | 35 | | SECTION 2. This Act takes effect September 1, 2019. |
