57 relating to an annual report prepared by the Health Professions
68 Council.
79 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
810 SECTION 1. Section 101.151, Occupations Code, is amended to
911 read as follows:
1012 Sec. 101.151. ANNUAL REPORT. (a) The council shall
1113 prepare an annual report that includes:
1214 (1) a statistical compilation of enforcement actions
1315 taken by a regulatory agency listed in Section 101.002;
1416 (2) recommendations for statutory changes to improve
1517 the regulation of the health care professions; [and]
1618 (3) strategies to expand the health care workforce in
1719 this state, including:
1820 (A) methods for reducing the time required to
1921 process license applications for health care professions;
2022 (B) methods for increasing the number of health
2123 care practitioners providing mental and behavioral health care
2224 services; and
2325 (C) any statutory and legislative appropriation
2426 recommendations the council determines are appropriate for
2527 expanding the health care workforce in this state, including
2628 recommendations for expanding the health care workforce in
2729 medically underserved areas; and
2830 (4) [(3)] other relevant information and
2931 recommendations determined necessary by the council.
3032 (b) The council shall send the report to the governor, the
3133 lieutenant governor, [and] the speaker of the house of
3234 representatives, the chairs of the standing committees of the
3335 senate and the house of representatives having primary jurisdiction
3436 over public health, and the chairs of the standing committees of the
3537 senate and the house of representatives having primary jurisdiction
3638 over state finance or appropriations not later than February 1 of
3739 each year.
3840 SECTION 2. Notwithstanding Section 101.151, Occupations
3941 Code, as amended by this Act, the Health Professions Council
4042 established under Chapter 101, Occupations Code:
4143 (1) is not required to include in the annual report
4244 required under Section 101.151 the strategies described by Section
4345 101.151(a)(3), Occupations Code, as added by this Act, until
4446 February 1, 2021; and
4547 (2) shall submit to the governor, the lieutenant
4648 governor, the speaker of the house of representatives, the chairs
4749 of the standing committees of the senate and the house of
4850 representatives having primary jurisdiction over public health,
4951 and the chairs of the standing committees of the senate and the
5052 house of representatives having primary jurisdiction over state
5153 finance or appropriations a report that includes only the
5254 strategies described by Section 101.151(a)(3) not later than June
5355 1, 2020.
5456 SECTION 3. This Act takes effect immediately if it receives
5557 a vote of two-thirds of all the members elected to each house, as
5658 provided by Section 39, Article III, Texas Constitution. If this
5759 Act does not receive the vote necessary for immediate effect, this
5860 Act takes effect September 1, 2019.
