4	6		AN ACT
5	7		relating to the authority of an owner of real property sold at a tax
6	8		sale to transfer the owner's right of redemption to another person.
7	9		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	10		SECTION 1. Section 34.21, Tax Code, is amended by adding
9	11		Subsection (l) to read as follows:
10	12		(l) An owner of real property who is entitled to redeem the
11	13		property under this section may not transfer the owner's right of
12	14		redemption to another person. Any instrument purporting to
13	15		transfer the owner's right of redemption is void.
14	16		SECTION 2. The change in law made by this Act does not
15	17		affect a transfer of a property owner's right of redemption that
16	18		occurred before the effective date of this Act.
17	19		SECTION 3. This Act takes effect immediately if it receives
18	20		a vote of two-thirds of all the members elected to each house, as
19	21		provided by Section 39, Article III, Texas Constitution. If this
20	22		Act does not receive the vote necessary for immediate effect, this
21	23		Act takes effect September 1, 2019.
