7 | 7 | | relating to the participation of eligible career schools or |

8 | 8 | | colleges in the Jobs and Education for Texans (JET) Program. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 134.001, Education Code, is amended by |
---|
11 | 11 | | adding Subdivision (1-a) to read as follows: |
---|
12 | 12 | | (1-a) "Eligible career school or college" means a |
---|
13 | 13 | | career school or college, as defined by Section 132.001, that: |
---|
14 | 14 | | (A) is operated on a nonprofit basis; and |
---|
15 | 15 | | (B) is operating under a certificate of approval |
---|
16 | 16 | | issued by the commission under Section 132.056. |
---|
17 | 17 | | SECTION 2. Section 134.004, Education Code, is amended to |
---|
18 | 18 | | read as follows: |
---|
19 | 19 | | Sec. 134.004. JOBS AND EDUCATION FOR TEXANS (JET) GRANT |
---|
20 | 20 | | PROGRAM. (a) The commission shall establish and administer the |
---|
21 | 21 | | Jobs and Education for Texans (JET) Grant Program to provide grants |
---|
22 | 22 | | to public junior colleges, public technical institutes, public |
---|
23 | 23 | | state colleges, eligible career schools or colleges, and |
---|
24 | 24 | | independent school districts described under Section 134.007 that |
---|
25 | 25 | | apply to the advisory board in the manner prescribed by the advisory |
---|
26 | 26 | | board. The commission shall award the grants on the advice and |
---|
27 | 27 | | recommendations of the advisory board. |
---|
28 | 28 | | (b) Grants may be awarded under this chapter from the Jobs |
---|
29 | 29 | | and Education for Texans (JET) fund to defray the start-up costs |
---|
30 | 30 | | associated with the development of new career and technical |
---|
31 | 31 | | education programs at public junior colleges, public technical |
---|
32 | 32 | | institutes, public state colleges, eligible career schools or |
---|
33 | 33 | | colleges, and independent school districts described under Section |
---|
34 | 34 | | 134.007 that meet the requirements of Section 134.006. |
---|
35 | 35 | | SECTION 3. Sections 134.006(a) and (d), Education Code, are |
---|
36 | 36 | | amended to read as follows: |
---|
37 | 37 | | (a) The commission may award a grant for the development of |
---|
38 | 38 | | new career and technical education courses or programs at public |
---|
39 | 39 | | junior colleges, public technical institutes, public state |
---|
40 | 40 | | colleges, eligible career schools or colleges, and independent |
---|
41 | 41 | | school districts. |
---|
42 | 42 | | (d) To be eligible to receive a grant under this section, a |
---|
43 | 43 | | public junior college, public technical institute, public state |
---|
44 | 44 | | college, eligible career school or college, or independent school |
---|
45 | 45 | | district described under Section 134.007 must provide matching |
---|
46 | 46 | | funds in accordance with rules adopted under Section 134.008. The |
---|
47 | 47 | | matching funds may be obtained from any source available to the |
---|
48 | 48 | | public junior college, public technical institute, public state |
---|
49 | 49 | | college, eligible career school or college, or independent school |
---|
50 | 50 | | district, including industry consortia, community or foundation |
---|
51 | 51 | | grants, individual contributions, and local governmental agency |
---|
52 | 52 | | operating funds. |
---|
53 | 53 | | SECTION 4. This Act applies beginning with grants awarded |
---|
54 | 54 | | for the 2020-2021 academic year. |
---|
55 | 55 | | SECTION 5. This Act takes effect September 1, 2019. |
