66 AN ACT
77 relating to the participation of eligible career schools or
88 colleges in the Jobs and Education for Texans (JET) Program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 134.001, Education Code, is amended by
1111 adding Subdivision (1-a) to read as follows:
1212 (1-a) "Eligible career school or college" means a
1313 career school or college, as defined by Section 132.001, that:
1414 (A) is operated on a nonprofit basis; and
1515 (B) is operating under a certificate of approval
1616 issued by the commission under Section 132.056.
1717 SECTION 2. Section 134.004, Education Code, is amended to
1818 read as follows:
1919 Sec. 134.004. JOBS AND EDUCATION FOR TEXANS (JET) GRANT
2020 PROGRAM. (a) The commission shall establish and administer the
2121 Jobs and Education for Texans (JET) Grant Program to provide grants
2222 to public junior colleges, public technical institutes, public
2323 state colleges, eligible career schools or colleges, and
2424 independent school districts described under Section 134.007 that
2525 apply to the advisory board in the manner prescribed by the advisory
2626 board. The commission shall award the grants on the advice and
2727 recommendations of the advisory board.
2828 (b) Grants may be awarded under this chapter from the Jobs
2929 and Education for Texans (JET) fund to defray the start-up costs
3030 associated with the development of new career and technical
3131 education programs at public junior colleges, public technical
3232 institutes, public state colleges, eligible career schools or
3333 colleges, and independent school districts described under Section
3434 134.007 that meet the requirements of Section 134.006.
3535 SECTION 3. Sections 134.006(a) and (d), Education Code, are
3636 amended to read as follows:
3737 (a) The commission may award a grant for the development of
3838 new career and technical education courses or programs at public
3939 junior colleges, public technical institutes, public state
4040 colleges, eligible career schools or colleges, and independent
4141 school districts.
4242 (d) To be eligible to receive a grant under this section, a
4343 public junior college, public technical institute, public state
4444 college, eligible career school or college, or independent school
4545 district described under Section 134.007 must provide matching
4646 funds in accordance with rules adopted under Section 134.008. The
4747 matching funds may be obtained from any source available to the
4848 public junior college, public technical institute, public state
4949 college, eligible career school or college, or independent school
5050 district, including industry consortia, community or foundation
5151 grants, individual contributions, and local governmental agency
5252 operating funds.
5353 SECTION 4. This Act applies beginning with grants awarded
5454 for the 2020-2021 academic year.
5555 SECTION 5. This Act takes effect September 1, 2019.
