| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. (a) The Texas Lottery Commission shall study: | |
| 11 | 11 | (1) the legalization of gambling in historical | |
| 12 | 12 | downtown areas of communities located not more than 20 miles from an | |
| 13 | 13 | international border; and | |
| 14 | 14 | (2) the potential impact the revenue from legalized | |
| 15 | 15 | gambling and a tax on legalized gambling would have if used for the | |
| 16 | 16 | restoration of historic buildings and infrastructure in an area | |
| 17 | 17 | described by Subdivision (1). | |
| 18 | 18 | (b) Not later than December 31, 2020, the Texas Lottery | |
| 19 | 19 | Commission shall submit to the governor, the lieutenant governor, | |
| 20 | 20 | and the speaker of the house of representatives a report on the | |
| 21 | 21 | findings of the study. | |
| 22 | 22 | SECTION 2. This Act takes effect September 1, 2019. |
