 A BILL TO BE ENTITLED
 AN ACT
 relating to the requirement that an applicant for a reciprocal
 license, certificate, or permit to practice barbering or
 cosmetology pass an examination; authorizing a fee.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 1603.204(b), Occupations Code, is
 amended to read as follows:
 (b)  The person must:
 (1)  submit an application for the license,
 certificate, or permit to the department; [and]
 (2)  pay fees in an amount prescribed by the
 commission, including any applicable license, certificate, [or]
 permit, or examination fee; and
 (3)  pass the applicable examination required for
 issuance of the license, certificate, or permit.
 SECTION 2.  (a)  Not later than December 1, 2019, the Texas
 Commission of Licensing and Regulation shall adopt rules necessary
 to implement the changes in law made by this Act.
 (b)  Section 1603.204(b), Occupations Code, as amended by
 this Act, applies only to an application for the issuance of a
 license, certificate, or permit submitted to the Texas Department
 of Licensing and Regulation on or after the effective date of this
 Act.  An application submitted before the effective date of this Act
 is governed by the law in effect on the date the application was
 submitted, and the former law is continued in effect for that
 purpose.
 SECTION 3.  This Act takes effect September 1, 2019.
