| 7 | 7 | | relating to the requirement that an applicant for a reciprocal |

| 8 | 8 | | license, certificate, or permit to practice barbering or |
|---|
| 9 | 9 | | cosmetology pass an examination; authorizing a fee. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 1603.204(b), Occupations Code, is |
|---|
| 12 | 12 | | amended to read as follows: |
|---|
| 13 | 13 | | (b) The person must: |
|---|
| 14 | 14 | | (1) submit an application for the license, |
|---|
| 15 | 15 | | certificate, or permit to the department; [and] |
|---|
| 16 | 16 | | (2) pay fees in an amount prescribed by the |
|---|
| 17 | 17 | | commission, including any applicable license, certificate, [or] |
|---|
| 18 | 18 | | permit, or examination fee; and |
|---|
| 19 | 19 | | (3) pass the applicable examination required for |
|---|
| 20 | 20 | | issuance of the license, certificate, or permit. |
|---|
| 21 | 21 | | SECTION 2. (a) Not later than December 1, 2019, the Texas |
|---|
| 22 | 22 | | Commission of Licensing and Regulation shall adopt rules necessary |
|---|
| 23 | 23 | | to implement the changes in law made by this Act. |
|---|
| 24 | 24 | | (b) Section 1603.204(b), Occupations Code, as amended by |
|---|
| 25 | 25 | | this Act, applies only to an application for the issuance of a |
|---|
| 26 | 26 | | license, certificate, or permit submitted to the Texas Department |
|---|
| 27 | 27 | | of Licensing and Regulation on or after the effective date of this |
|---|
| 28 | 28 | | Act. An application submitted before the effective date of this Act |
|---|
| 29 | 29 | | is governed by the law in effect on the date the application was |
|---|
| 30 | 30 | | submitted, and the former law is continued in effect for that |
|---|
| 31 | 31 | | purpose. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect September 1, 2019. |
