77 relating to the award of grants from the skills development fund.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 303.003, Labor Code, is amended by
1010 adding Subsection (b-4) to read as follows:
1111 (b-4) In collaboration with the council, the commission
1212 shall develop a tool for comparing the estimated cost of a proposed
1313 job-training initiative to the projected increase in wages
1414 attributable to the initiative. The commission shall identify a
1515 minimum eligibility ratio of cost to increased wages and may not
1616 award money from the skills development fund for a job-training
1717 initiative unless the cost to increased wages ratio for the
1818 initiative, as determined using the comparison tool developed under
1919 this subsection, meets or exceeds the minimum eligibility ratio.
2020 SECTION 2. This Act takes effect September 1, 2019.
