8 | 8 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
9 | 9 | SECTION 1. Section 303.003, Labor Code, is amended by | |
10 | 10 | adding Subsection (b-4) to read as follows: | |
11 | 11 | (b-4) In collaboration with the council, the commission | |
12 | 12 | shall develop a tool for comparing the estimated cost of a proposed | |
13 | 13 | job-training initiative to the projected increase in wages | |
14 | 14 | attributable to the initiative. The commission shall identify a | |
15 | 15 | minimum eligibility ratio of cost to increased wages and may not | |
16 | 16 | award money from the skills development fund for a job-training | |
17 | 17 | initiative unless the cost to increased wages ratio for the | |
18 | 18 | initiative, as determined using the comparison tool developed under | |
19 | 19 | this subsection, meets or exceeds the minimum eligibility ratio. | |
20 | 20 | SECTION 2. This Act takes effect September 1, 2019. |
