55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study by the Texas Water Development Board of
88 groundwater conditions in certain counties.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. In order to engage in a scientific inquiry and
1111 analysis regarding current and projected groundwater production
1212 and to assess the effects of that production on groundwater
1313 conditions, the executive administrator of the Texas Water
1414 Development Board shall, for the Trinity and Edwards Aquifers in
1515 Bell, Burnet, Milam, Travis, and Williamson Counties:
1616 (1) compile and evaluate current data on groundwater
1717 levels, aquifer characteristics, and groundwater use and
1818 production; and
1919 (2) fully assess the effects of current and projected
2020 groundwater production on groundwater conditions.
2121 SECTION 2. Not later than September 1, 2020, the executive
2222 administrator of the Texas Water Development Board shall:
2323 (1) complete the compilation and evaluation of data
2424 and prepare a report responsive to the technical scope described by
2525 Section 1 of this Act; and
2626 (2) make copies of the report available to the public.
2727 SECTION 3. The executive administrator of the Texas Water
2828 Development Board is required to implement this Act only if the
2929 legislature appropriates money specifically for that purpose.
3030 SECTION 4. This Act expires September 1, 2021.
3131 SECTION 5. This Act takes effect immediately if it receives
3232 a vote of two-thirds of all the members elected to each house, as
3333 provided by Section 39, Article III, Texas Constitution. If this
3434 Act does not receive the vote necessary for immediate effect, this
3535 Act takes effect September 1, 2019.
