148 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
15- SECTION 1. The heading to Section 21.050, Education Code,
16- is amended to read as follows:

1711 Sec. 21.050. ACADEMIC DEGREE REQUIRED FOR TEACHING
18- CERTIFICATE; FIELD-BASED EXPERIENCE OR INTERNSHIP.
19- SECTION 2. Sections 21.050(a) and (b), Education Code, are
20- amended to read as follows:
21- (a) A person who applies for a teaching certificate for
22- which board rules require a bachelor's degree must possess a
23- bachelor's degree received with an academic major, including
24- education, or interdisciplinary academic major, including reading,
25- [other than education,] that is related to the curriculum as
26- prescribed under Subchapter A, Chapter 28.
27- (b) [The board may not require more than 18 semester credit
12+ CERTIFICATE[; INTERNSHIP]. [(a)] A person who applies for a
13+ teaching certificate for which board rules require a bachelor's
14+ degree must possess a bachelor's degree received with an education
15+ major or another academic major or interdisciplinary academic
16+ major, including reading, [other than education,] that is related
17+ to the curriculum as prescribed under Subchapter A, Chapter 28.
18+ [(b) The board may not require more than 18 semester credit
2819 hours of education courses at the baccalaureate level for the
29- granting of a teaching certificate.] The board shall provide for a
30- minimum number of semester credit hours of field-based experience
31- or internship to be included in the credit hours needed for
32- certification. The board may propose rules requiring additional
33- credit hours for certification in bilingual education, English as a
34- second language, early childhood education, or special education.
35- SECTION 3. This Act takes effect immediately if it receives
20+ granting of a teaching certificate. The board shall provide for a
21+ minimum number of semester credit hours of internship to be
22+ included in the hours needed for certification. The board may
23+ propose rules requiring additional credit hours for certification
24+ in bilingual education, English as a second language, early
25+ childhood education, or special education.
26+ [(c) A person who receives a bachelor's degree required for
27+ a teaching certificate on the basis of higher education coursework
28+ completed while receiving an exemption from tuition and fees under
29+ Section 54.363 may not be required to participate in any field
30+ experience or internship consisting of student teaching to receive
31+ a teaching certificate.]
32+ SECTION 2. Section 21.047(c), Education Code, is repealed.
33+ SECTION 3. This Act applies beginning with the 2019-2020
34+ school year.
35+ SECTION 4. This Act takes effect immediately if it receives
3636 a vote of two-thirds of all the members elected to each house, as
3737 provided by Section 39, Article III, Texas Constitution. If this
3838 Act does not receive the vote necessary for immediate effect, this
3939 Act takes effect September 1, 2019.
