| 8 | 8 | | license or identification card by the Department of Public Safety. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 13.002(a), Election Code, is amended to |
|---|
| 11 | 11 | | read as follows: |
|---|
| 12 | 12 | | (a) A person desiring to register to vote must submit an |
|---|
| 13 | 13 | | application to the registrar of the county in which the person |
|---|
| 14 | 14 | | resides. Except as provided by Subsection (e) or Subchapter C, |
|---|
| 15 | 15 | | Chapter 20, an application must be submitted by personal delivery, |
|---|
| 16 | 16 | | by mail, or by telephonic facsimile machine in accordance with |
|---|
| 17 | 17 | | Sections 13.143(d) and (d-2). |
|---|
| 18 | 18 | | SECTION 2. Section 20.062, Election Code, is amended by |
|---|
| 19 | 19 | | amending Subsection (a) and adding Subsection (d) to read as |
|---|
| 20 | 20 | | follows: |
|---|
| 21 | 21 | | Sec. 20.062. DEPARTMENT FORMS AND PROCEDURE. (a) The |
|---|
| 22 | 22 | | Department of Public Safety shall prescribe and use a form and |
|---|
| 23 | 23 | | procedure that combines the department's application form for a |
|---|
| 24 | 24 | | license or card with an officially prescribed voter registration |
|---|
| 25 | 25 | | application form for each U.S. citizen who applies in person at the |
|---|
| 26 | 26 | | department's offices or online at the department's Internet |
|---|
| 27 | 27 | | website. |
|---|
| 28 | 28 | | (d) A procedure prescribed under this section must provide |
|---|
| 29 | 29 | | for the electronic transmission of an applicant's voter |
|---|
| 30 | 30 | | registration data by the department to the secretary of state in |
|---|
| 31 | 31 | | accordance with Section 20.066. |
|---|
| 32 | 32 | | SECTION 3. Sections 20.063(a) and (c), Election Code, are |
|---|
| 33 | 33 | | amended to read as follows: |
|---|
| 34 | 34 | | (a) The Department of Public Safety shall provide to each |
|---|
| 35 | 35 | | U.S. Citizen person who applies in person or online at the |
|---|
| 36 | 36 | | department's Internet website [at the department's offices] for an |
|---|
| 37 | 37 | | original or renewal of a driver's license, a personal |
|---|
| 38 | 38 | | identification card, or a duplicate or corrected license or card an |
|---|
| 39 | 39 | | opportunity to complete a voter registration application form. |
|---|
| 40 | 40 | | (c) A change of address that relates to a license or card and |
|---|
| 41 | 41 | | that is submitted to the department in person, [or] by mail, or |
|---|
| 42 | 42 | | online at the department's Internet website serves as a change of |
|---|
| 43 | 43 | | address for voter registration unless the licensee or cardholder |
|---|
| 44 | 44 | | indicates that the change is not for voter registration purposes. |
|---|
| 45 | 45 | | The date of submission of a change of address to a department |
|---|
| 46 | 46 | | employee is considered to be the date of submission to the voter |
|---|
| 47 | 47 | | registrar for the purpose of determining the effective date of |
|---|
| 48 | 48 | | registration [only]. |
|---|
| 49 | 49 | | SECTION 4. This Act takes effect September 1, 2019. |
