96 relating to pro bono legal services for veterans and service

118 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
129 SECTION 1. Section 434.017(c), Government Code, is amended
1310 to read as follows:
1411 (c) Money in the fund may only be appropriated to the Texas
1512 Veterans Commission. Money appropriated under this subsection
1613 shall be used to:
1714 (1) make grants to address veterans' needs;
1815 (2) make grants to provide pro bono legal services to
1916 veterans, active duty members of the United States armed forces,
2017 and members of the state military forces;
2118 (3) administer the fund; and
2219 (4) [(3)] analyze and investigate data received from
2320 the federal Public Assistance Reporting Information System (PARIS)
2421 that is administered by the Administration for Children and
2522 Families of the United States Department of Health and Human
2623 Services.
2724 SECTION 2. Section 434.0171, Government Code, is amended to
2825 read as follows:
2926 Sec. 434.0171. STATE EMPLOYEE CONTRIBUTIONS TO FUND FOR
3027 VETERANS' ASSISTANCE. For purposes of Subchapter I, Chapter 659:
3128 (1) the Texas Veterans Commission, for the sole
3229 purpose of managing the fund for veterans' assistance, is
3330 considered an eligible charitable organization entitled to
3431 participate in the state employee charitable campaign; and
3532 (2) a state employee is entitled to authorize a
3633 deduction for contributions to the Texas Veterans Commission for
3734 the purposes of managing the fund for veterans' assistance as a
3835 charitable contribution under Section 659.132, and the Texas
3936 Veterans Commission may use the contributions for the purposes
4037 listed in Section 434.017(c)[, as redesignated and amended by
4138 Chapter 1418 (H.B. 3107), Acts of the 80th Legislature, Regular
4239 Session, 2007].
4340 SECTION 3. Section 434.154(a), Government Code, is amended
4441 to read as follows:
4542 (a) The council may, by majority vote, establish the
4643 following coordinating workgroups to focus on specific issues
4744 affecting veterans, servicemembers, and their families:
4845 (1) health;
4946 (2) mental health;
5047 (3) employment;
5148 (4) higher education;
5249 (5) criminal justice;
5350 (6) housing;
5451 (7) transportation;
5552 (8) women veterans;
5653 (9) pro bono legal services for veterans, including
5754 opportunities and obstacles for providing those services; and
5855 (10) [(9)] any other coordinating workgroup
5956 considered necessary.
6057 SECTION 4. This Act takes effect September 1, 2019.
