8 | 7 | | nonresidents excused or disqualified from jury service. |

9 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 9 | | SECTION 1. Section 18.068(a), Election Code, is amended to |
---|
11 | 10 | | read as follows: |
---|
12 | 11 | | (a) The secretary of state shall quarterly compare the |
---|
13 | 12 | | information received under Section 16.001 of this code and Sections |
---|
14 | 13 | | [Section] 62.113 and 62.114, Government Code, to the statewide |
---|
15 | 14 | | computerized voter registration list. If the secretary determines |
---|
16 | 15 | | that a voter on the registration list is deceased or has been |
---|
17 | 16 | | excused or disqualified from jury service because the voter is not a |
---|
18 | 17 | | citizen or a resident of the county in which the voter is registered |
---|
19 | 18 | | to vote, the secretary shall send notice of the determination to: |
---|
20 | 19 | | (1) the voter registrar of the counties considered |
---|
21 | 20 | | appropriate by the secretary; and |
---|
22 | 21 | | (2) the attorney general, who shall quarterly review |
---|
23 | 22 | | the information to investigate whether a person has committed an |
---|
24 | 23 | | offense under Section 13.007 or other law. |
---|
25 | 24 | | SECTION 2. Section 62.113(b), Government Code, is amended |
---|
26 | 25 | | to read as follows: |
---|
27 | 26 | | (b) On the third business day of each month, the clerk shall |
---|
28 | 27 | | send a copy of the list of persons excused or disqualified because |
---|
29 | 28 | | of citizenship in the previous month to: |
---|
30 | 29 | | (1) the voter registrar of the county; |
---|
31 | 30 | | (2) the secretary of state; and |
---|
32 | 31 | | (3) the county or district attorney, as applicable, or |
---|
33 | 32 | | the attorney general for an investigation of whether the person |
---|
34 | 33 | | committed an offense under Section 13.007, Election Code, or other |
---|
35 | 34 | | law. |
---|
36 | 35 | | SECTION 3. Sections 62.114(b) and (c), Government Code, are |
---|
37 | 36 | | amended to read as follows: |
---|
38 | 37 | | (b) On the third business day of each month, the clerk shall |
---|
39 | 38 | | send [to the voter registrar of the county] a copy of the list of |
---|
40 | 39 | | persons excused or disqualified in the previous month because the |
---|
41 | 40 | | persons do not reside in the county to: |
---|
42 | 41 | | (1) the voter registrar of the county; |
---|
43 | 42 | | (2) the secretary of state; and |
---|
44 | 43 | | (3) the county or district attorney, as applicable, or |
---|
45 | 44 | | the attorney general for an investigation of whether the person |
---|
46 | 45 | | committed an offense under Section 13.007, Election Code, or other |
---|
47 | 46 | | law. |
---|
48 | 47 | | (c) A list compiled under this section may not be used for a |
---|
49 | 48 | | purpose other than a purpose described by Subsection (b) or Section |
---|
50 | 49 | | 15.081 or 18.068, Election Code. |
---|
51 | 50 | | SECTION 4. This Act takes effect immediately if it receives |
---|
52 | 51 | | a vote of two-thirds of all the members elected to each house, as |
---|
53 | 52 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
54 | 53 | | Act does not receive the vote necessary for immediate effect, this |
---|
55 | 54 | | Act takes effect September 1, 2019. |
