| 9 | 8 | SECTION 1. Subchapter C, Chapter 21, Transportation Code, | |
| 10 | 9 | is amended by adding Section 21.1045 to read as follows: | |
| 11 | 10 | Sec. 21.1045. AVIATION DEVELOPMENT ACCOUNT. (a) The | |
| 12 | 11 | aviation development account is a separate account in the general | |
| 13 | 12 | revenue fund. | |
| 14 | 13 | (b) The account consists of transfers made to the account. | |
| 15 | 14 | (c) Money in the account may be appropriated only to the | |
| 16 | 15 | department for making grants to political subdivisions under this | |
| 17 | 16 | subchapter. | |
| 18 | 17 | (d) Any money in the account not appropriated for a state | |
| 19 | 18 | fiscal year remains in the account. The account is exempt from the | |
| 20 | 19 | application of Section 403.095, Government Code. | |
| 21 | 20 | SECTION 2. This Act takes effect September 1, 2019. |
