46 AN ACT
57 relating to relief from local matching funds requirements for
68 certain counties.
79 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
810 SECTION 1. Section 222.053, Transportation Code, is amended
911 by adding Subsections (a-1) and (a-2) to read as follows:
1012 (a-1) Notwithstanding Subsection (a), a county is
1113 considered to be an "economically disadvantaged county" for the
1214 purposes of this section if it meets the criteria as laid out in
1315 Subsection (a) within the past six years and has been included in no
1416 less than five federally declared disasters within the same time
1517 period.
1618 (a-2) For a county described by Subsection (a-1), the
1719 adjustment to the local matching funds requirement shall be
1820 equivalent to the highest adjustment rate set in the last year the
1921 county was considered to meet the criteria described in Subsection
2022 (a).
2123 SECTION 2. This Act takes effect immediately if it receives
2224 a vote of two-thirds of all the members elected to each house, as
2325 provided by Section 39, Article III, Texas Constitution. If this
2426 Act does not receive the vote necessary for immediate effect, this
2527 Act takes effect September 1, 2019.
