9	6		relating to the eligibility of certain events for funding under the
10	7		Major Events Reimbursement Program.
11	8		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12		-	SECTION 1. Sections 5A(a)(4) and (5), Chapter 1507 (S.B.
13		-	456), Acts of the 76th Legislature, Regular Session, 1999 (Article
14		-	5190.14, Vernon's Texas Civil Statutes), are amended to read as
15		-	follows:

16	12		(4) "Event" means a Super Bowl, a National Collegiate
17	13		Athletic Association Final Four tournament game, the National
18	14		Basketball Association All-Star Game, the X Games, the National
19	15		Hockey League All-Star Game, the Major League Baseball All-Star
20	16		Game, a game of the National Collegiate Athletic Association Bowl
21	17		Championship Series or its successor or a National Collegiate
22	18		Athletic Association Division I Football Bowl Subdivision
23	19		postseason playoff or championship game, the National Collegiate
24	20		Athletic Association men's or women's lacrosse championships, a
25	21		World Cup Soccer game, the World Cup soccer tournament, the Major
26	22		League Soccer All-Star Game, the Major League Soccer Cup, the
27	23		Professional Rodeo Cowboys Association National Finals Rodeo, an
28	24		Elite Rodeo Association World Championship, the United States Open
29	25		Championship, the World Games, a national collegiate championship
30	26		of an amateur sport sanctioned by the national governing body of the
31	27		sport that is recognized by the United States Olympic Committee, an
32	28		Olympic activity, including a Junior or Senior activity, training
33	29		program, or feeder program sanctioned by the United States Olympic
34	30		Committee's Community Olympic Development Program, the Amateur
35	31		Athletic Union Junior Olympic Games, a mixed martial arts
36	32		championship, the Breeders' Cup World Championships, a Formula One
37	33		automobile race, the Moto Grand Prix of the United States, the
38	34		National Association for Stock Car Auto Racing (NASCAR) All-Star
39	35		Race, the season-ending Championship Race for the National
40		-	Association for Stock Car Auto Racing (NASCAR), the AAA Texas
41		-	National Hot Rod Association (NHRA) Fall Nationals, the Academy of
	36	+	Association for Stock Car Auto Racing (NASCAR), the Academy of
42	37		Country Music Awards, the National Cutting Horse Association Triple
43	38		Crown, a national political convention of the Republican National
44	39		Committee or the Democratic National Committee, a presidential
45	40		general election debate, or the largest event held each year at a
46	41		sports entertainment venue in this state with a permanent seating
47	42		capacity, including grandstand and premium seating, of not less
48	43		than 125,000 as of September 1, 2019. The term includes any
49	44		activities related to or associated with an event.
50		-	(5) "Site selection organization" means:
51		-	(A) the National Football League, the National
52		-	Collegiate Athletic Association, the National Basketball
53		-	Association, ESPN or an affiliate, the National Hockey League,
54		-	Major League Baseball, the Federation Internationale de Football
55		-	Association (FIFA), the International World Games Association, the
56		-	National Association for Stock Car Auto Racing (NASCAR), the
57		-	National Hot Rod Association (NHRA), Dorna Sports, the Amateur
58		-	Athletic Union, the Professional Rodeo Cowboys Association, the
59		-	Elite Rodeo Association, Major League Soccer, the United States
60		-	Golf Association, or the United States Olympic Committee;
61		-	(B) the national governing body of a sport that
62		-	is recognized by the United States Olympic Committee, the National
63		-	Thoroughbred Racing Association, Formula One Management Limited,
64		-	or the Federation Internationale de l'Automobile;
65		-	(C) the Academy of Country Music;
66		-	(D) the National Cutting Horse Association;
67		-	(E) the Republican National Committee or the
68		-	Democratic National Committee;
69		-	(F) the Ultimate Fighting Championship; or
70		-	(G) the Commission on Presidential Debates.
71	45		SECTION 2. Section 5A(a-2), Chapter 1507 (S.B. 456), Acts
72	46		of the 76th Legislature, Regular Session, 1999 (Article 5190.14,
73	47		Vernon's Texas Civil Statutes), is amended to read as follows:
74	48		(a-2) Subsection (a-1)(1) of this section does not apply to
75	49		an event that is the largest event held each year at a sports
76	50		entertainment venue in this state with a permanent seating
77	51		capacity, including grandstand and premium seating, of not less
78	52		than 125,000 as of September 1, 2019. If an endorsing municipality
79	53		or endorsing county requests the department to make a determination
80	54		under Subsection (b) of this section for an event described by this
81	55		subsection, the provisions of this section apply to that event as if
82	56		it satisfied the eligibility requirements for an event under
83	57		Subsection (a-1)(1) of this section.
84	58		SECTION 3. This Act takes effect September 1, 2019.
