118 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12- SECTION 1. Sections 5A(a)(4) and (5), Chapter 1507 (S.B.
13- 456), Acts of the 76th Legislature, Regular Session, 1999 (Article
14- 5190.14, Vernon's Texas Civil Statutes), are amended to read as
15- follows:
9+ SECTION 1. Section 5A(a)(4), Chapter 1507 (S.B. 456), Acts

11+ Vernon's Texas Civil Statutes), is amended to read as follows:
1612 (4) "Event" means a Super Bowl, a National Collegiate
1713 Athletic Association Final Four tournament game, the National
1814 Basketball Association All-Star Game, the X Games, the National
1915 Hockey League All-Star Game, the Major League Baseball All-Star
2016 Game, a game of the National Collegiate Athletic Association Bowl
2117 Championship Series or its successor or a National Collegiate
2218 Athletic Association Division I Football Bowl Subdivision
2319 postseason playoff or championship game, the National Collegiate
2420 Athletic Association men's or women's lacrosse championships, a
2521 World Cup Soccer game, the World Cup soccer tournament, the Major
2622 League Soccer All-Star Game, the Major League Soccer Cup, the
2723 Professional Rodeo Cowboys Association National Finals Rodeo, an
2824 Elite Rodeo Association World Championship, the United States Open
2925 Championship, the World Games, a national collegiate championship
3026 of an amateur sport sanctioned by the national governing body of the
3127 sport that is recognized by the United States Olympic Committee, an
3228 Olympic activity, including a Junior or Senior activity, training
3329 program, or feeder program sanctioned by the United States Olympic

3733 automobile race, the Moto Grand Prix of the United States, the

3935 Race, the season-ending Championship Race for the National
40- Association for Stock Car Auto Racing (NASCAR), the AAA Texas
41- National Hot Rod Association (NHRA) Fall Nationals, the Academy of
36+ Association for Stock Car Auto Racing (NASCAR), the Academy of
4237 Country Music Awards, the National Cutting Horse Association Triple
4338 Crown, a national political convention of the Republican National
4439 Committee or the Democratic National Committee, a presidential
4540 general election debate, or the largest event held each year at a
4641 sports entertainment venue in this state with a permanent seating
4742 capacity, including grandstand and premium seating, of not less
4843 than 125,000 as of September 1, 2019. The term includes any
4944 activities related to or associated with an event.
50- (5) "Site selection organization" means:
51- (A) the National Football League, the National
52- Collegiate Athletic Association, the National Basketball
53- Association, ESPN or an affiliate, the National Hockey League,
54- Major League Baseball, the Federation Internationale de Football
55- Association (FIFA), the International World Games Association, the
56- National Association for Stock Car Auto Racing (NASCAR), the
57- National Hot Rod Association (NHRA), Dorna Sports, the Amateur
58- Athletic Union, the Professional Rodeo Cowboys Association, the
59- Elite Rodeo Association, Major League Soccer, the United States
60- Golf Association, or the United States Olympic Committee;
61- (B) the national governing body of a sport that
62- is recognized by the United States Olympic Committee, the National
63- Thoroughbred Racing Association, Formula One Management Limited,
64- or the Federation Internationale de l'Automobile;
65- (C) the Academy of Country Music;
66- (D) the National Cutting Horse Association;
67- (E) the Republican National Committee or the
68- Democratic National Committee;
69- (F) the Ultimate Fighting Championship; or
70- (G) the Commission on Presidential Debates.
7145 SECTION 2. Section 5A(a-2), Chapter 1507 (S.B. 456), Acts
7246 of the 76th Legislature, Regular Session, 1999 (Article 5190.14,
7347 Vernon's Texas Civil Statutes), is amended to read as follows:
7448 (a-2) Subsection (a-1)(1) of this section does not apply to
7549 an event that is the largest event held each year at a sports
7650 entertainment venue in this state with a permanent seating
7751 capacity, including grandstand and premium seating, of not less
7852 than 125,000 as of September 1, 2019. If an endorsing municipality
7953 or endorsing county requests the department to make a determination
8054 under Subsection (b) of this section for an event described by this
8155 subsection, the provisions of this section apply to that event as if
8256 it satisfied the eligibility requirements for an event under
8357 Subsection (a-1)(1) of this section.
8458 SECTION 3. This Act takes effect September 1, 2019.
