55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a feasibility study and report by the Texas Division of
88 Emergency Management regarding the use of United States Postal
99 Service employees, resources, and assets during a declared
1010 disaster.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter C, Chapter 418, Government Code, is
1313 amended by adding Section 418.054 to read as follows:
1414 Sec. 418.054. STUDY REGARDING AGREEMENT WITH UNITED STATES
1515 POSTAL SERVICE DURING STATE OF DISASTER. (a) The division shall
1616 conduct a study to examine the feasibility of establishing an
1717 agreement with the United States Postal Service regarding the use
1818 of employees, resources, and assets within the postal service
1919 during a state of disaster to:
2020 (1) identify residential or commercial structures
2121 that have been damaged;
2222 (2) identify persons who reside in a damaged area and
2323 the medical or physical needs of those persons;
2424 (3) help assess the damage to neighborhoods or
2525 communities; and
2626 (4) assist in any other activity that the division
2727 determines to be necessary in responding to the disaster.
2828 (b) Not later than November 1, 2021, the division shall:
2929 (1) complete the study;
3030 (2) report the results of the study to the lieutenant
3131 governor, the speaker of the house of representatives, and the
3232 standing committees of the house and the senate with jurisdiction
3333 over public safety matters; and
3434 (3) post the results of the study on the division's
3535 Internet website.
3636 (c) This section expires December 31, 2023.
3737 SECTION 2. This Act takes effect September 1, 2019.
