11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Subchapter C, Chapter 418, Government Code, is |
---|
13 | 13 | | amended by adding Section 418.054 to read as follows: |
---|
14 | 14 | | Sec. 418.054. STUDY REGARDING AGREEMENT WITH UNITED STATES |
---|
15 | 15 | | POSTAL SERVICE DURING STATE OF DISASTER. (a) The division shall |
---|
16 | 16 | | conduct a study to examine the feasibility of establishing an |
---|
17 | 17 | | agreement with the United States Postal Service regarding the use |
---|
18 | 18 | | of employees, resources, and assets within the postal service |
---|
19 | 19 | | during a state of disaster to: |
---|
20 | 20 | | (1) identify residential or commercial structures |
---|
21 | 21 | | that have been damaged; |
---|
22 | 22 | | (2) identify persons who reside in a damaged area and |
---|
23 | 23 | | the medical or physical needs of those persons; |
---|
24 | 24 | | (3) help assess the damage to neighborhoods or |
---|
25 | 25 | | communities; and |
---|
26 | 26 | | (4) assist in any other activity that the division |
---|
27 | 27 | | determines to be necessary in responding to the disaster. |
---|
28 | 28 | | (b) Not later than November 1, 2021, the division shall: |
---|
29 | 29 | | (1) complete the study; |
---|
30 | 30 | | (2) report the results of the study to the lieutenant |
---|
31 | 31 | | governor, the speaker of the house of representatives, and the |
---|
32 | 32 | | standing committees of the house and the senate with jurisdiction |
---|
33 | 33 | | over public safety matters; and |
---|
34 | 34 | | (3) post the results of the study on the division's |
---|
35 | 35 | | Internet website. |
---|
36 | 36 | | (c) This section expires December 31, 2023. |
---|
37 | 37 | | SECTION 2. This Act takes effect September 1, 2019. |
