| 7 | 7 | | relating to a review by the state auditor of certain assessment |

| 8 | 8 | | instruments administered to public school students. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. REVIEW OF STAAR AND STAAR ALTERNATE ASSESSMENT |
|---|
| 11 | 11 | | INSTRUMENTS. (a) The state auditor, in accordance with Chapter |
|---|
| 12 | 12 | | 321, Government Code, shall review each assessment instrument |
|---|
| 13 | 13 | | included in the State of Texas Assessments of Academic Readiness |
|---|
| 14 | 14 | | (STAAR) or the State of Texas Assessments of Academic Readiness |
|---|
| 15 | 15 | | Alternate (STAAR Alternate) to determine whether the assessment |
|---|
| 16 | 16 | | instrument is able to accurately measure student success. |
|---|
| 17 | 17 | | (b) In conducting the review, the agency shall provide |
|---|
| 18 | 18 | | opportunity for comment by parents, educators, and other interested |
|---|
| 19 | 19 | | parties. |
|---|
| 20 | 20 | | SECTION 2. REPORT. Not later than July 1, 2020, the state |
|---|
| 21 | 21 | | auditor shall submit a report containing the results of the review |
|---|
| 22 | 22 | | required by this Act to the governor, lieutenant governor, and |
|---|
| 23 | 23 | | members of the legislature. |
|---|
| 24 | 24 | | SECTION 3. EFFECTIVE DATE. This Act takes effect |
|---|
| 25 | 25 | | immediately if it receives a vote of two-thirds of all the members |
|---|
| 26 | 26 | | elected to each house, as provided by Section 39, Article III, Texas |
|---|
| 27 | 27 | | Constitution. If this Act does not receive the vote necessary for |
|---|
| 28 | 28 | | immediate effect, this Act takes effect September 1, 2019. |
