9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Section 533.035, Health and Safety Code, is | |
11 | 11 | amended by adding Subsection (f) to read as follows: | |
12 | 12 | (f) The commission shall execute contracts with local | |
13 | 13 | mental health authorities in a manner that ensures funding of | |
14 | 14 | services per capita of the population served by a local mental | |
15 | 15 | health authority is equal to the funding of services per capita of | |
16 | 16 | the population served by other local mental health authorities. | |
17 | 17 | SECTION 2. The change in law made by this Act applies only | |
18 | 18 | to contracts between the Health and Human Services Commission and a | |
19 | 19 | local mental health authority executed or renewed, and audits | |
20 | 20 | conducted under those contracts, on or after the effective date of | |
21 | 21 | this Act. Contracts entered into or renewed before the effective | |
22 | 22 | date of this Act, and audits conducted under those contracts, are | |
23 | 23 | governed by the law in effect immediately before the effective date | |
24 | 24 | of this Act, and that law is continued in effect for that purpose. | |
25 | 25 | SECTION 3. This Act takes effect September 1, 2019. |
