88 the career and technology education and technology applications
99 curriculums.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. The heading to Section 42.154, Education Code,
1212 is amended to read as follows:
1313 Sec. 42.154. CAREER AND TECHNOLOGY EDUCATION AND TECHNOLOGY
1414 APPLICATIONS ALLOTMENT.
1515 SECTION 2. Sections 42.154(a), (c), and (e), Education
1616 Code, are amended to read as follows:
1717 (a) For each full-time equivalent student in average daily
1818 attendance in an approved career and technology education program
1919 or an approved technology applications course in grades nine
2020 through 12 or in career and technology education programs for
2121 students with disabilities in grades seven through 12, a district
2222 is entitled to:
2323 (1) an annual allotment equal to the adjusted basic
2424 allotment multiplied by a weight of 1.35; and
2525 (2) $50, if the student is enrolled in:
2626 (A) two or more advanced career and technology
2727 education courses [classes] for a total of three or more credits; or
2828 (B) two or more advanced technology applications
2929 courses for a total of three or more credits.
3030 (c) Funds allocated under this section, other than an
3131 indirect cost allotment established under State Board of Education
3232 rule, must be used in providing career and technology education
3333 programs and technology applications courses in grades nine through
3434 12 or career and technology education programs for students with
3535 disabilities in grades seven through 12 under Sections 29.182,
3636 29.183, and 29.184.
3737 (e) Out of the total statewide allotment [for career and
3838 technology education] under this section, the commissioner shall
3939 set aside an amount specified in the General Appropriations Act,
4040 which may not exceed an amount equal to one percent of the total
4141 amount appropriated, to support regional career and technology
4242 education planning. After deducting the amount set aside under
4343 this subsection from the total amount appropriated for career and
4444 technology education and technology applications under this
4545 section, the commissioner shall reduce each district's tier one
4646 allotments in the same manner described for a reduction in
4747 allotments under Section 42.253.
4848 SECTION 3. Section 42.154(b)(2), Education Code, is amended
4949 to read as follows:
5050 (2) "Full-time equivalent student" means 30 hours of
5151 contact a week between a student and career and technology
5252 education program or technology applications personnel.
5353 SECTION 4. Section 42.101(a), Education Code, is amended to
5454 read as follows:
5555 (a) For each student in average daily attendance, not
5656 including the time students spend each day in special education
5757 programs in an instructional arrangement other than mainstream
5858 programs, [or] career and technology education programs, or
5959 technology applications courses, for which an additional allotment
6060 is made under Subchapter C, a district is entitled to an allotment
6161 equal to the lesser of $4,765 or the amount that results from the
6262 following formula:
6363 A = $4,765 X (DCR/MCR)
6464 where:
6565 "A" is the allotment to which a district is entitled;
6666 "DCR" is the district's compressed tax rate, which is the
6767 product of the state compression percentage, as determined under
6868 Section 42.2516, multiplied by the maintenance and operations tax
6969 rate adopted by the district for the 2005 tax year; and
7070 "MCR" is the state maximum compressed tax rate, which is the
7171 product of the state compression percentage, as determined under
7272 Section 42.2516, multiplied by $1.50.
7373 SECTION 5. Section 42.154(b)(1), Education Code, is
7474 repealed.
7575 SECTION 6. Not later than March 1, 2020, the State Board of
7676 Education shall:
7777 (1) conduct a review of the essential knowledge and
7878 skills of the career and technology and technology applications
7979 curriculums; and
8080 (2) amend the board's rules in the Texas
8181 Administrative Code to consolidate the technology applications
8282 courses for grades nine through 12 in 19 T.A.C. Chapter 126,
8383 Subchapter C, with the career and technical education courses in 19
8484 T.A.C. Chapter 130, and eliminate duplicative courses while
8585 ensuring certifications are aligned with the rigor of each
8686 individual course.
8787 SECTION 7. This Act applies beginning with the 2020-2021
8888 school year.
8989 SECTION 8. This Act takes effect immediately if it receives
9090 a vote of two-thirds of all the members elected to each house, as
9191 provided by Section 39, Article III, Texas Constitution. If this
9292 Act does not receive the vote necessary for immediate effect, this
9393 Act takes effect September 1, 2019.
