| 7 | 7 | | relating to the jurisdiction of the County Court at Law of Kleberg |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 25.1392(a), Government Code, is amended |
|---|
| 11 | 11 | | to read as follows: |
|---|
| 12 | 12 | | (a) In addition to the jurisdiction provided by Section |
|---|
| 13 | 13 | | 25.0003 and other law, a county court at law in Kleberg County has: |
|---|
| 14 | 14 | | (1) the jurisdiction provided by the constitution and |
|---|
| 15 | 15 | | by general law for district courts; and |
|---|
| 16 | 16 | | (2) concurrent jurisdiction with the district court |
|---|
| 17 | 17 | | [in]: |
|---|
| 18 | 18 | | (A) in disputes ancillary to probate, eminent |
|---|
| 19 | 19 | | domain, condemnation, or landlord and tenant matters relating to |
|---|
| 20 | 20 | | the adjudication and determination of land titles and trusts, |
|---|
| 21 | 21 | | whether testamentary, inter vivos, constructive, resulting, or any |
|---|
| 22 | 22 | | other class or type of trust, regardless of the amount in |
|---|
| 23 | 23 | | controversy or the remedy sought; |
|---|
| 24 | 24 | | (B) over civil forfeitures, including surety |
|---|
| 25 | 25 | | bond forfeitures without minimum or maximum limitation as to the |
|---|
| 26 | 26 | | amount in controversy or remedy sought; |
|---|
| 27 | 27 | | (C) in all actions by or against a personal |
|---|
| 28 | 28 | | representative, in all actions involving an inter vivos trust, in |
|---|
| 29 | 29 | | all actions involving a charitable trust, and in all actions |
|---|
| 30 | 30 | | involving a testamentary trust, whether the matter is appertaining |
|---|
| 31 | 31 | | to or incident to an estate; |
|---|
| 32 | 32 | | (D) in [(1)] family law cases and proceedings; |
|---|
| 33 | 33 | | and |
|---|
| 34 | 34 | | (E) in [(2)] felony cases to conduct |
|---|
| 35 | 35 | | arraignments, conduct pretrial hearings, and accept guilty pleas. |
|---|
| 36 | 36 | | SECTION 2. Section 25.1392(a), Government Code, as amended |
|---|
| 37 | 37 | | by this Act, applies only to a cause of action filed on or after the |
|---|
| 38 | 38 | | effective date of this Act. A cause of action filed before the |
|---|
| 39 | 39 | | effective date of this Act is governed by the law in effect on the |
|---|
| 40 | 40 | | date the cause of action was filed, and the former law is continued |
|---|
| 41 | 41 | | in effect for that purpose. |
|---|
| 42 | 42 | | SECTION 3. This Act takes effect September 1, 2019. |
