| 8 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 14 | | SECTION 1. Section 130.008, Education Code, is amended by |
|---|
| 10 | 15 | | amending Subsection (g-1) and adding Subsections (g-2) and (g-3) to |
|---|
| 11 | 16 | | read as follows: |
|---|
| 12 | 17 | | (g-1) A public junior college with a service area located |
|---|
| 13 | 18 | | wholly or partly in a county with a population of more than three |
|---|
| 14 | 19 | | million shall enter into an agreement with each school district |
|---|
| 15 | 20 | | located wholly or partly in a county with a population of more than |
|---|
| 16 | 21 | | three million to offer one or more courses as provided by this |
|---|
| 17 | 22 | | section. [A student enrolled in a school district to which this |
|---|
| 18 | 23 | | subsection applies may enroll in a course at any junior college that |
|---|
| 19 | 24 | | has entered into an agreement with the district to offer the course |
|---|
| 20 | 25 | | under this subsection.] |

| 21 | 26 | | (g-2) A public junior college may enter into an agreement |
|---|
| 22 | 27 | | with any school district located in a county in which the service |
|---|
| 23 | 28 | | area of the junior college is wholly or partly located or in a |
|---|
| 24 | 29 | | county adjacent to a county in which the service area of the junior |
|---|
| 25 | 30 | | college is wholly or partly located to offer one or more courses as |
|---|
| 26 | 31 | | provided by this section. |

| 27 | 32 | | (g-3) A high school student enrolled in a school district |
|---|
| 28 | 33 | | may enroll in a course at any public junior college that has entered |
|---|
| 29 | 34 | | into an agreement with the district to offer the course under this |
|---|
| 30 | 35 | | section. |
|---|
| 31 | 36 | | SECTION 2. This Act applies beginning with the 2019 fall |
|---|
| 32 | 37 | | semester. |
|---|
| 33 | 38 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 34 | 39 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 35 | 40 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 36 | 41 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 37 | 42 | | Act takes effect September 1, 2019. |
