49 A BILL TO BE ENTITLED
510 AN ACT
611 relating to courses offered jointly by public junior colleges and
712 independent school districts.
813 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
914 SECTION 1. Section 130.008, Education Code, is amended by
1015 amending Subsection (g-1) and adding Subsections (g-2) and (g-3) to
1116 read as follows:
1217 (g-1) A public junior college with a service area located
1318 wholly or partly in a county with a population of more than three
1419 million shall enter into an agreement with each school district
1520 located wholly or partly in a county with a population of more than
1621 three million to offer one or more courses as provided by this
1722 section. [A student enrolled in a school district to which this
1823 subsection applies may enroll in a course at any junior college that
1924 has entered into an agreement with the district to offer the course
2025 under this subsection.]
2126 (g-2) A public junior college may enter into an agreement
2227 with any school district located in a county in which the service
2328 area of the junior college is wholly or partly located or in a
2429 county adjacent to a county in which the service area of the junior
2530 college is wholly or partly located to offer one or more courses as
2631 provided by this section.
2732 (g-3) A high school student enrolled in a school district
2833 may enroll in a course at any public junior college that has entered
2934 into an agreement with the district to offer the course under this
3035 section.
3136 SECTION 2. This Act applies beginning with the 2019 fall
3237 semester.
3338 SECTION 3. This Act takes effect immediately if it receives
3439 a vote of two-thirds of all the members elected to each house, as
3540 provided by Section 39, Article III, Texas Constitution. If this
3641 Act does not receive the vote necessary for immediate effect, this
3742 Act takes effect September 1, 2019.
