55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a requirement that public institutions of higher
88 education provide certain information regarding certain women's
99 health programs to students.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter Z, Chapter 51, Education Code, is
1212 amended by adding Section 51.9196 to read as follows:
1313 Sec. 51.9196. REQUIRED INFORMATION REGARDING WOMEN'S
1414 HEALTH PROGRAMS. (a) In this section, "institution of higher
1515 education" has the meaning assigned by Section 61.003.
1616 (b) During the fall semester of each academic year, an
1717 institution of higher education shall distribute by e-mail to each
1818 student enrolled at the institution information regarding women's
1919 health programs administered by the Health and Human Services
2020 Commission, including information about:
2121 (1) the eligibility requirements for those programs;
2222 and
2323 (2) the enrollment procedures for those programs,
2424 including a link to the Health and Human Services Commission's
2525 Internet website that hosts that enrollment information.
2626 SECTION 2. Section 51.9196, Education Code, as added by
2727 this Act, applies beginning with the 2019 fall semester.
2828 SECTION 3. This Act takes effect immediately if it receives
2929 a vote of two-thirds of all the members elected to each house, as
3030 provided by Section 39, Article III, Texas Constitution. If this
3131 Act does not receive the vote necessary for immediate effect, this
3232 Act takes effect September 1, 2019.
