| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter Z, Chapter 51, Education Code, is |
|---|
| 12 | 12 | | amended by adding Section 51.9196 to read as follows: |
|---|
| 13 | 13 | | Sec. 51.9196. REQUIRED INFORMATION REGARDING WOMEN'S |
|---|
| 14 | 14 | | HEALTH PROGRAMS. (a) In this section, "institution of higher |
|---|
| 15 | 15 | | education" has the meaning assigned by Section 61.003. |
|---|
| 16 | 16 | | (b) During the fall semester of each academic year, an |
|---|
| 17 | 17 | | institution of higher education shall distribute by e-mail to each |
|---|
| 18 | 18 | | student enrolled at the institution information regarding women's |
|---|
| 19 | 19 | | health programs administered by the Health and Human Services |
|---|
| 20 | 20 | | Commission, including information about: |
|---|
| 21 | 21 | | (1) the eligibility requirements for those programs; |
|---|
| 22 | 22 | | and |
|---|
| 23 | 23 | | (2) the enrollment procedures for those programs, |
|---|
| 24 | 24 | | including a link to the Health and Human Services Commission's |
|---|
| 25 | 25 | | Internet website that hosts that enrollment information. |
|---|
| 26 | 26 | | SECTION 2. Section 51.9196, Education Code, as added by |
|---|
| 27 | 27 | | this Act, applies beginning with the 2019 fall semester. |
|---|
| 28 | 28 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 29 | 29 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 30 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 31 | 31 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 32 | 32 | | Act takes effect September 1, 2019. |
