| 9 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 9 | | SECTION 1. Section 6.03(a), Tax Code, is amended to read as |
|---|
| 11 | 10 | | follows: |
|---|
| 12 | 11 | | (a) The appraisal district is governed by a board of |
|---|
| 13 | 12 | | directors. Five directors are appointed by the taxing units that |
|---|
| 14 | 13 | | participate in the district as provided by this section. If the |
|---|
| 15 | 14 | | county assessor-collector is not appointed to the board, the county |
|---|
| 16 | 15 | | assessor-collector serves as a nonvoting director. The county |
|---|
| 17 | 16 | | assessor-collector is ineligible to serve if the board enters into |
|---|
| 18 | 17 | | a contract under Section 6.05(b) or if the commissioners court of |
|---|
| 19 | 18 | | the county enters into a contract under Section 6.24(b). To be |
|---|
| 20 | 19 | | eligible to serve on the board of directors, an individual other |
|---|
| 21 | 20 | | than a county assessor-collector serving as a nonvoting director |
|---|
| 22 | 21 | | must: |
|---|
| 23 | 22 | | (1) be a resident of the district; |
|---|
| 24 | 23 | | (2) [and must] have resided in the district for at |
|---|
| 25 | 24 | | least two years immediately preceding the date the individual takes |
|---|
| 26 | 25 | | office; and |
|---|
| 27 | 26 | | (3) be an elected member of the governing body of a |
|---|
| 28 | 27 | | taxing unit entitled to vote on the appointment of the district's |
|---|
| 29 | 28 | | board members under this section. [An individual who is otherwise |
|---|
| 30 | 29 | | eligible to serve on the board is not ineligible because of |
|---|
| 31 | 30 | | membership on the governing body of a taxing unit. An employee of a |
|---|
| 32 | 31 | | taxing unit that participates in the district is not eligible to |
|---|
| 33 | 32 | | serve on the board unless the individual is also a member of the |
|---|
| 34 | 33 | | governing body or an elected official of a taxing unit that |
|---|
| 35 | 34 | | participates in the district.] |
|---|
| 36 | 35 | | SECTION 2. The change in law made by this Act does not |
|---|
| 37 | 36 | | affect the right of a person serving on the board of directors of an |
|---|
| 38 | 37 | | appraisal district on the effective date of this Act to complete the |
|---|
| 39 | 38 | | person's term on the board. |

| 40 | 39 | | SECTION 3. This Act takes effect September 1, 2019. |
