55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the composition of the Riverbend Water Resources
88 District and the terms of the board of directors of that district.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 9601.001(5), Special District Local Laws
1111 Code, is amended to read as follows:
1212 (5) "Member" means a municipality, county, [or] other
1313 political subdivision, or water supply corporation that is a member
1414 of the district as provided by Section 9601.005.
1515 SECTION 2. Section 9601.005(b), Special District Local Laws
1616 Code, is amended to read as follows:
1717 (b) After receipt of a petition from the governing body of a
1818 municipality, county, [or] other political subdivision, or water
1919 supply corporation that desires to join the district, the board may
2020 add a member to the district on terms determined by the board to be
2121 in the best interests of the district.
2222 SECTION 3. Section 9601.051(c), Special District Local Laws
2323 Code, is amended to read as follows:
2424 (c) Directors [Except as provided by Subsection (d),
2525 directors] serve staggered terms of four years.
2626 SECTION 4. Sections 9601.051(f) and (g), Special District
2727 Local Laws Code, are repealed.
2828 SECTION 5. (a) The legal notice of the intention to
2929 introduce this Act, setting forth the general substance of this
3030 Act, has been published as provided by law, and the notice and a
3131 copy of this Act have been furnished to all persons, agencies,
3232 officials, or entities to which they are required to be furnished
3333 under Section 59, Article XVI, Texas Constitution, and Chapter 313,
3434 Government Code.
3535 (b) The governor, one of the required recipients, has
3636 submitted the notice and Act to the Texas Commission on
3737 Environmental Quality.
3838 (c) The Texas Commission on Environmental Quality has filed
3939 its recommendations relating to this Act with the governor, the
4040 lieutenant governor, and the speaker of the house of
4141 representatives within the required time.
4242 (d) All requirements of the constitution and laws of this
4343 state and the rules and procedures of the legislature with respect
4444 to the notice, introduction, and passage of this Act are fulfilled
4545 and accomplished.
4646 SECTION 6. This Act takes effect immediately if it receives
4747 a vote of two-thirds of all the members elected to each house, as
4848 provided by Section 39, Article III, Texas Constitution. If this
4949 Act does not receive the vote necessary for immediate effect, this
5050 Act takes effect September 1, 2019.
