| 7 | 7 | | relating to the composition of the Riverbend Water Resources |

| 8 | 8 | | District and the terms of the board of directors of that district. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 9601.001(5), Special District Local Laws |
|---|
| 11 | 11 | | Code, is amended to read as follows: |
|---|
| 12 | 12 | | (5) "Member" means a municipality, county, [or] other |
|---|
| 13 | 13 | | political subdivision, or water supply corporation that is a member |
|---|
| 14 | 14 | | of the district as provided by Section 9601.005. |
|---|
| 15 | 15 | | SECTION 2. Section 9601.005(b), Special District Local Laws |
|---|
| 16 | 16 | | Code, is amended to read as follows: |
|---|
| 17 | 17 | | (b) After receipt of a petition from the governing body of a |
|---|
| 18 | 18 | | municipality, county, [or] other political subdivision, or water |
|---|
| 19 | 19 | | supply corporation that desires to join the district, the board may |
|---|
| 20 | 20 | | add a member to the district on terms determined by the board to be |
|---|
| 21 | 21 | | in the best interests of the district. |
|---|
| 22 | 22 | | SECTION 3. Section 9601.051(c), Special District Local Laws |
|---|
| 23 | 23 | | Code, is amended to read as follows: |
|---|
| 24 | 24 | | (c) Directors [Except as provided by Subsection (d), |
|---|
| 25 | 25 | | directors] serve staggered terms of four years. |
|---|
| 26 | 26 | | SECTION 4. Sections 9601.051(f) and (g), Special District |
|---|
| 27 | 27 | | Local Laws Code, are repealed. |
|---|
| 28 | 28 | | SECTION 5. (a) The legal notice of the intention to |
|---|
| 29 | 29 | | introduce this Act, setting forth the general substance of this |
|---|
| 30 | 30 | | Act, has been published as provided by law, and the notice and a |
|---|
| 31 | 31 | | copy of this Act have been furnished to all persons, agencies, |
|---|
| 32 | 32 | | officials, or entities to which they are required to be furnished |
|---|
| 33 | 33 | | under Section 59, Article XVI, Texas Constitution, and Chapter 313, |
|---|
| 34 | 34 | | Government Code. |
|---|
| 35 | 35 | | (b) The governor, one of the required recipients, has |
|---|
| 36 | 36 | | submitted the notice and Act to the Texas Commission on |
|---|
| 37 | 37 | | Environmental Quality. |
|---|
| 38 | 38 | | (c) The Texas Commission on Environmental Quality has filed |
|---|
| 39 | 39 | | its recommendations relating to this Act with the governor, the |
|---|
| 40 | 40 | | lieutenant governor, and the speaker of the house of |
|---|
| 41 | 41 | | representatives within the required time. |
|---|
| 42 | 42 | | (d) All requirements of the constitution and laws of this |
|---|
| 43 | 43 | | state and the rules and procedures of the legislature with respect |
|---|
| 44 | 44 | | to the notice, introduction, and passage of this Act are fulfilled |
|---|
| 45 | 45 | | and accomplished. |
|---|
| 46 | 46 | | SECTION 6. This Act takes effect immediately if it receives |
|---|
| 47 | 47 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 48 | 48 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 49 | 49 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 50 | 50 | | Act takes effect September 1, 2019. |
