66 AN ACT
77 relating to a study and report regarding shortages in certain
88 health professions.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter C, Chapter 61, Education Code, is
1111 amended by adding Section 61.06691 to read as follows:
1212 Sec. 61.06691. STUDY ON SHORTAGES IN CERTAIN HEALTH
1313 PROFESSIONS. (a) Subject to the availability of funds, the board
1414 shall conduct a study in collaboration with the Texas Health
1515 Professions Resource Center, the Texas Center for Nursing Workforce
1616 Studies, and the Texas Demographic Center to identify statewide and
1717 regional shortages in health professions, with an emphasis on
1818 shortages in doctoral-level training in those health professions.
1919 The board shall develop an inventory of existing health science
2020 education programs and shall note the enrollment capacity for each
2121 of those programs. The study must include an analysis of shortages
2222 in the following health professions for which doctoral-level
2323 training is offered:
2424 (1) medicine, including a doctor of medicine degree
2525 (M.D.) and a doctor of osteopathic medicine degree (D.O.);
2626 (2) dentistry, including a doctor of dental surgery
2727 degree (D.D.S.) and a doctor of dental medicine degree (D.M.D.);
2828 (3) nursing, including a doctor of philosophy degree
2929 and a doctor of nursing practice degree;
3030 (4) physical therapy, including a doctor of philosophy
3131 degree and a doctor of physical therapy degree;
3232 (5) occupational therapy, including a doctor of
3333 philosophy degree and a doctor of occupational therapy degree;
3434 (6) audiology, including a doctor of philosophy degree
3535 and a doctor of audiology degree;
3636 (7) psychology, including a doctor of philosophy
3737 degree and a doctor of psychology degree;
3838 (8) pharmacy, including a doctor of philosophy degree
3939 and a doctor of pharmacy degree;
4040 (9) public health, including a doctor of philosophy
4141 degree and a doctor of public health degree; and
4242 (10) speech-language pathology, including a doctor of
4343 philosophy degree and a doctor of speech-language pathology degree.
4444 (b) The board shall make recommendations regarding the
4545 establishment of new programs and expansion of existing programs to
4646 meet the increased need for health professionals in the state,
4747 including in particular the increased need for health professionals
4848 with doctoral-level training.
4949 (c) Not later than December 1, 2023, the board shall submit
5050 to the governor, the lieutenant governor, the speaker of the house
5151 of representatives, and each legislative standing committee with
5252 primary jurisdiction over higher education the results of its study
5353 under this section and recommendations for legislative or other
5454 action.
5555 (d) The board may solicit and accept gifts, grants, and
5656 donations from any public or private source to conduct the study,
5757 prepare the report, and develop recommendations as required under
5858 this section.
5959 (e) This section expires January 1, 2024.
6060 SECTION 2. This Act takes effect immediately if it receives
6161 a vote of two-thirds of all the members elected to each house, as
6262 provided by Section 39, Article III, Texas Constitution. If this
6363 Act does not receive the vote necessary for immediate effect, this
6464 Act takes effect September 1, 2019.
