| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Subtitle E, Title 10, Government Code, is |
|---|
| 10 | 10 | | amended by adding Chapter 2207 to read as follows: |
|---|
| 11 | 11 | | CHAPTER 2207. DISPLAY OF NATIONAL MOTTO IN GOVERNMENT BUILDINGS |
|---|
| 12 | 12 | | Sec. 2207.001. DEFINITIONS. In this chapter: |
|---|
| 13 | 13 | | (1) "Political subdivision" includes a public school |
|---|
| 14 | 14 | | district. |
|---|
| 15 | 15 | | (2) "State agency" includes an institution of higher |
|---|
| 16 | 16 | | education, as defined by Section 61.003, Education Code. |
|---|
| 17 | 17 | | Sec. 2207.002. DISPLAY OF NATIONAL MOTTO. (a) A building |
|---|
| 18 | 18 | | owned by this state or a political subdivision of this state must |
|---|
| 19 | 19 | | display a durable poster or framed copy of the United States |
|---|
| 20 | 20 | | national motto, "In God We Trust," if the poster or framed copy |
|---|
| 21 | 21 | | meets the requirements of Subsection (b) and is: |
|---|
| 22 | 22 | | (1) donated for display in the building; or |
|---|
| 23 | 23 | | (2) purchased from private donations and made |
|---|
| 24 | 24 | | available for the building. |
|---|
| 25 | 25 | | (b) A poster or framed copy of the national motto described |
|---|
| 26 | 26 | | by Subsection (a) must contain a representation of the United |
|---|
| 27 | 27 | | States flag centered under the national motto and a representation |
|---|
| 28 | 28 | | of the state flag. |
|---|
| 29 | 29 | | (c) A state agency and political subdivision may accept and |
|---|
| 30 | 30 | | use private donations for the purposes of Subsection (a). |
|---|
| 31 | 31 | | SECTION 2. Section 1.004, Education Code, is repealed. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 33 | 33 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 34 | 34 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 35 | 35 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 36 | 36 | | Act takes effect September 1, 2019. |
