118 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12- SECTION 1. Section 28.0021, Education Code, is amended by
13- amending Subsection (b) and adding Subsection (c) to read as
9+ SECTION 1. Section 28.025, Education Code, is amended by
10+ amending Subsection (b-1) and adding Subsection (b-24) to read as
1411 follows:
15- (b) Each school district and each open-enrollment charter
16- school that offers a high school program shall provide a [an
17- elective] course in personal financial literacy that meets the
18- requirements for [a one-half elective] credit under Section 28.025,
19- using materials approved by the State Board of Education. The
20- course may be offered as a distinct course in personal financial
21- literacy or as an elective course or existing course that includes
22- instruction in personal financial literacy sufficient to meet the
23- requirements for one-half credit under Section 28.025(b-1)(4). The
24- instruction in personal financial literacy must include
25- instruction on:
26- (1) completing the application for federal student aid
27- provided by the United States Department of Education;
28- (2) the financial consequences of failing to make
29- timely student loan payments;
30- (3) the effect of student loan debt on a person's
31- finances; and
32- (4) the circumstances in which student loans are
33- dischargeable in bankruptcy.
34- (c) In fulfilling the requirement to provide financial
35- literacy instruction under this section, a school district or
36- open-enrollment charter school may use an existing state, federal,
37- private, or nonprofit program that provides students without charge
38- the instruction described under this section.
39- SECTION 2. Section 28.025(b-1), Education Code, is amended
40- to read as follows:
4112 (b-1) The State Board of Education by rule shall require
4213 that the curriculum requirements for the foundation high school
4314 program under Subsection (a) include a requirement that students
4415 successfully complete:
4516 (1) four credits in English language arts under
4617 Section 28.002(a)(1)(A), including one credit in English I, one
4718 credit in English II, one credit in English III, and one credit in
4819 an advanced English course authorized under Subsection (b-2);
4920 (2) three credits in mathematics under Section
5021 28.002(a)(1)(B), including one credit in Algebra I, one credit in
5122 geometry, and one credit in any advanced mathematics course
5223 authorized under Subsection (b-2);
5324 (3) three credits in science under Section
5425 28.002(a)(1)(C), including one credit in biology, one credit in any
5526 advanced science course authorized under Subsection (b-2), and one
5627 credit in integrated physics and chemistry or in an additional
5728 advanced science course authorized under Subsection (b-2);
5829 (4) three credits in social studies under Section
5930 28.002(a)(1)(D), including one credit in United States history, at
6031 least one-half credit in government and at least one-half credit in
61- economics or personal financial literacy, and one credit in world
62- geography or world history;
32+ economics or personal financial literacy and economics, and one
33+ credit in world geography or world history;
6334 (5) except as provided under Subsections (b-12),
6435 (b-13), and (b-14), two credits in the same language in a language
6536 other than English under Section 28.002(a)(2)(A);
6637 (6) five elective credits;
6738 (7) one credit in fine arts under Section
6839 28.002(a)(2)(D); and
6940 (8) except as provided by Subsection (b-11), one
7041 credit in physical education under Section 28.002(a)(2)(C).
42+ (b-24) In adopting rules under Subsection (b-1), the State
43+ Board of Education shall ensure that a personal financial literacy
44+ and economics course taken to comply with the curriculum
45+ requirement under Subsection (b-1)(4) allocates:
46+ (1) two-thirds of instruction time to instruction in
47+ personal financial literacy; and
48+ (2) one-third of instruction time to instruction in
49+ economics.
50+ SECTION 2. This Act applies beginning with the 2020-2021
51+ school year.
7152 SECTION 3. This Act takes effect immediately if it receives
7253 a vote of two-thirds of all the members elected to each house, as
7354 provided by Section 39, Article III, Texas Constitution. If this
7455 Act does not receive the vote necessary for immediate effect, this
7556 Act takes effect September 1, 2019.
