| 8 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 14 | | SECTION 1. Section 1701.253, Occupations Code, is amended |
|---|
| 10 | 15 | | by adding Subsection (p) to read as follows: |
|---|
| 11 | 16 | | (p) As part of the minimum curriculum requirements, the |
|---|
| 12 | 17 | | commission shall require an officer to complete the basic education |
|---|
| 13 | 18 | | and training program on the trafficking of persons developed under |
|---|
| 14 | 19 | | Section 1701.258(a). An officer shall complete the program not |
|---|
| 15 | 20 | | later than the second anniversary of the date the officer is |
|---|
| 16 | 21 | | licensed under this chapter unless the officer completes the |
|---|
| 17 | 22 | | program as part of the officer's basic training course. |
|---|
| 18 | 23 | | SECTION 2. Section 1701.258(a), Occupations Code, is |
|---|
| 19 | 24 | | amended to read as follows: |
|---|
| 20 | 25 | | (a) The commission [by rule] shall require an officer [first |
|---|
| 21 | 26 | | licensed by the commission on or after January 1, 2011,] to complete |
|---|
| 22 | 27 | | [within a reasonable time after obtaining the license] a one-time |
|---|
| 23 | 28 | | basic education and training program on the trafficking of persons. |
|---|
| 24 | 29 | | The program must: |
|---|
| 25 | 30 | | (1) consist of at least four hours of training; and |
|---|
| 26 | 31 | | (2) include a review of the substance of Sections |
|---|
| 27 | 32 | | 20A.02 and 43.05, Penal Code. |
|---|
| 28 | 33 | | SECTION 3. Section 1701.402(j), Occupations Code, is |
|---|
| 29 | 34 | | amended to read as follows: |
|---|
| 30 | 35 | | (j) As a requirement for issuance of an intermediate or |
|---|
| 31 | 36 | | advanced proficiency certificate [issued by the commission on or |
|---|
| 32 | 37 | | after January 1, 2011], an officer must complete the advanced |
|---|
| 33 | 38 | | [basic] education, instruction, and training program on the |
|---|
| 34 | 39 | | trafficking of persons and compelling prostitution described by |
|---|
| 35 | 40 | | Section 1701.258(b) [1701.258(a)]. |
|---|
| 36 | 41 | | SECTION 4. Section 1701.402(j), Occupations Code, as |
|---|
| 37 | 42 | | amended by this Act, applies only to an intermediate or advanced |
|---|
| 38 | 43 | | proficiency certificate issued by the Texas Commission on Law |
|---|
| 39 | 44 | | Enforcement on or after the effective date of this Act. |

| 40 | 45 | | SECTION 5. This Act takes effect September 1, 2019. |
