| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 42.2527, Education Code, is amended to |
|---|
| 11 | 11 | | read as follows: |
|---|
| 12 | 12 | | Sec. 42.2527. ADJUSTMENT FOR CERTAIN DISTRICTS WITH EARLY |
|---|
| 13 | 13 | | HIGH SCHOOL GRADUATION PROGRAMS. (a) As a pilot program to enable |
|---|
| 14 | 14 | | the state to evaluate the benefit of providing additional funding |
|---|
| 15 | 15 | | at the prekindergarten level for [low-income] students who are |
|---|
| 16 | 16 | | educationally disadvantaged, the commissioner shall provide |
|---|
| 17 | 17 | | prekindergarten funding in accordance with this section to a school |
|---|
| 18 | 18 | | district operating an early high school graduation program other |
|---|
| 19 | 19 | | than a program under Section 28.0255 [located in a county that |
|---|
| 20 | 20 | | borders the United Mexican States and the Gulf of Mexico]. |
|---|
| 21 | 21 | | (b) The commissioner shall provide funding for a school |
|---|
| 22 | 22 | | district's prekindergarten program on a half-day basis for a number |
|---|
| 23 | 23 | | of [low-income] prekindergarten students who are educationally |
|---|
| 24 | 24 | | disadvantaged equal to twice the number of students who received, |
|---|
| 25 | 25 | | as a result of participation in an early high school graduation |
|---|
| 26 | 26 | | program operated by the district, a high school diploma from the |
|---|
| 27 | 27 | | district during the preceding school year after three years of |
|---|
| 28 | 28 | | secondary school attendance. |
|---|
| 29 | 29 | | (c) The commissioner may adopt rules necessary to implement |
|---|
| 30 | 30 | | this section. |
|---|
| 31 | 31 | | (d) This section expires September 1, 2027 [2023]. |
|---|
| 32 | 32 | | SECTION 2. This Act takes effect September 1, 2019. |
