| 8 | 8 | | information on certain districts' Internet websites. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 44, Education Code, is amended by adding |
|---|
| 11 | 11 | | Subchapter D to read as follows: |
|---|
| 12 | 12 | | SUBCHAPTER D. FINANCIAL DISCLOSURE |
|---|
| 13 | 13 | | Sec. 44.101. APPLICABILITY. This subchapter applies only |
|---|
| 14 | 14 | | to a school district that is ranked among the 50 highest in student |
|---|
| 15 | 15 | | enrollment, as determined by the commissioner. |
|---|
| 16 | 16 | | Sec. 44.102. FINANCIAL DISCLOSURE. (a) A school district |
|---|
| 17 | 17 | | shall maintain on the district's Internet website an electronic |
|---|
| 18 | 18 | | database of district finances. The database must include: |
|---|
| 19 | 19 | | (1) for the immediately preceding fiscal year: |
|---|
| 20 | 20 | | (A) total expenditures as a dollar amount and a |
|---|
| 21 | 21 | | dollar amount per student in average daily attendance; |
|---|
| 22 | 22 | | (B) total revenue as a dollar amount and a dollar |
|---|
| 23 | 23 | | amount per student in average daily attendance; |
|---|
| 24 | 24 | | (C) total revenue from property taxes as a dollar |
|---|
| 25 | 25 | | amount and a dollar amount per student in average daily attendance; |
|---|
| 26 | 26 | | and |
|---|
| 27 | 27 | | (D) the total number of full-time equivalent |
|---|
| 28 | 28 | | positions for the district; |
|---|
| 29 | 29 | | (2) a graphical representation of the district's |
|---|
| 30 | 30 | | operating and debt service funds, including: |
|---|
| 31 | 31 | | (A) the total budgeted allocation and per student |
|---|
| 32 | 32 | | in average daily attendance allocation for the current school year, |
|---|
| 33 | 33 | | separated by each applicable assigned: |
|---|
| 34 | 34 | | (i) function code; and |
|---|
| 35 | 35 | | (ii) object code determined by the |
|---|
| 36 | 36 | | commissioner as a major object code; and |
|---|
| 37 | 37 | | (B) the actual revenues and expenditures for each |
|---|
| 38 | 38 | | of the four preceding fiscal years, separated by each applicable |
|---|
| 39 | 39 | | assigned: |
|---|
| 40 | 40 | | (i) function code; and |
|---|
| 41 | 41 | | (ii) object code determined by the |
|---|
| 42 | 42 | | commissioner as a major object code; |
|---|
| 43 | 43 | | (3) the district's annual financial report for the |
|---|
| 44 | 44 | | preceding five fiscal years; |
|---|
| 45 | 45 | | (4) in a searchable electronic format: |
|---|
| 46 | 46 | | (A) the transaction register for each district |
|---|
| 47 | 47 | | checking account, including for each check written from a district |
|---|
| 48 | 48 | | checking account: |
|---|
| 49 | 49 | | (i) the transaction amount; |
|---|
| 50 | 50 | | (ii) the name of the payee; |
|---|
| 51 | 51 | | (iii) the date the check was issued; and |
|---|
| 52 | 52 | | (iv) a statement of the purpose of the |
|---|
| 53 | 53 | | expenditure for which the check was written; and |
|---|
| 54 | 54 | | (B) a board financial report, updated at least |
|---|
| 55 | 55 | | quarterly, comparing revenues and expenditures with: |
|---|
| 56 | 56 | | (i) the adopted and amended budget; and |
|---|
| 57 | 57 | | (ii) revenues and expenditures from the |
|---|
| 58 | 58 | | preceding fiscal year; |
|---|
| 59 | 59 | | (5) a visualization chart depicting district |
|---|
| 60 | 60 | | financial data trends for the preceding five fiscal years that |
|---|
| 61 | 61 | | shows for each fiscal year: |
|---|
| 62 | 62 | | (A) total expenditures per student in average |
|---|
| 63 | 63 | | daily attendance; |
|---|
| 64 | 64 | | (B) total revenue per student in average daily |
|---|
| 65 | 65 | | attendance; and |
|---|
| 66 | 66 | | (C) the district property tax rate expressed in |
|---|
| 67 | 67 | | dollars per $100 valuation; |
|---|
| 68 | 68 | | (6) contact information for the district and members |
|---|
| 69 | 69 | | of the board of trustees of the district; and |
|---|
| 70 | 70 | | (7) a link to a web page maintained by the district |
|---|
| 71 | 71 | | that provides instructions for submitting a request for information |
|---|
| 72 | 72 | | under Chapter 552, Government Code. |
|---|
| 73 | 73 | | (b) The district's annual financial report for the current |
|---|
| 74 | 74 | | fiscal year must be posted not later than the first anniversary of |
|---|
| 75 | 75 | | the end of the fiscal year. |
|---|
| 76 | 76 | | (c) A school district shall: |
|---|
| 77 | 77 | | (1) update the electronic checking account |
|---|
| 78 | 78 | | transaction register at least once each month, not later than the |
|---|
| 79 | 79 | | 30th day after the closing date of the most recent monthly statement |
|---|
| 80 | 80 | | for the checking account; |
|---|
| 81 | 81 | | (2) maintain each transaction or listing in the |
|---|
| 82 | 82 | | electronic checking account transaction register on the district's |
|---|
| 83 | 83 | | Internet website until at least the third anniversary of the date of |
|---|
| 84 | 84 | | the transaction or listing; and |
|---|
| 85 | 85 | | (3) for each fiscal year that transactions and |
|---|
| 86 | 86 | | listings are included in the electronic checking account |
|---|
| 87 | 87 | | transaction register, group together the transactions and listings |
|---|
| 88 | 88 | | by fiscal year. |
|---|
| 89 | 89 | | SECTION 2. This Act takes effect September 1, 2020. |
