| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. The heading to Section 556.0055, Government |
|---|
| 11 | 11 | | Code, is amended to read as follows: |
|---|
| 12 | 12 | | Sec. 556.0055. [RESTRICTIONS ON] LOBBYING EXPENDITURES BY |
|---|
| 13 | 13 | | RECIPIENT OF STATE FUNDS PROHIBITED. |
|---|
| 14 | 14 | | SECTION 2. Section 556.0055(a), Government Code, is amended |
|---|
| 15 | 15 | | to read as follows: |
|---|
| 16 | 16 | | (a) A political subdivision or private entity that receives |
|---|
| 17 | 17 | | state funds may not [use the funds to] pay: |
|---|
| 18 | 18 | | (1) lobbying expenses incurred by the recipient of the |
|---|
| 19 | 19 | | funds; |
|---|
| 20 | 20 | | (2) a person or entity that is required to register |
|---|
| 21 | 21 | | with the Texas Ethics Commission under Chapter 305; |
|---|
| 22 | 22 | | (3) any partner, employee, employer, relative, |
|---|
| 23 | 23 | | contractor, consultant, or related entity of a person or entity |
|---|
| 24 | 24 | | described by Subdivision (2); or |
|---|
| 25 | 25 | | (4) a person or entity that has been hired to represent |
|---|
| 26 | 26 | | associations or other entities for the purpose of affecting the |
|---|
| 27 | 27 | | outcome of legislation, agency rules, ordinances, or other |
|---|
| 28 | 28 | | government policies. |

| 29 | 29 | | SECTION 3. Section 556.0055(a), Government Code, as amended |
|---|
| 30 | 30 | | by this Act, applies to an expenditure made on or after the |
|---|
| 31 | 31 | | effective date of this Act. An expenditure made before the |
|---|
| 32 | 32 | | effective date of this Act is governed by the law in effect |
|---|
| 33 | 33 | | immediately before the effective date of this Act, and that law is |
|---|
| 34 | 34 | | continued in effect for that purpose. |
|---|
| 35 | 35 | | SECTION 4. This Act takes effect September 1, 2019. |
