65 AN ACT
76 relating to a study of costs associated with dual credit courses
87 offered at public high schools.
98 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
109 SECTION 1. Subchapter A, Chapter 28, Education Code, is
1110 amended by adding Section 28.0091 to read as follows:
1211 Sec. 28.0091. STUDY OF COSTS OF DUAL CREDIT COURSES.
1312 (a) The agency shall conduct an ongoing study to examine costs
1413 associated with dual credit courses offered at public high schools.
1514 In conducting the study, the agency shall:
1615 (1) collect from school districts, public
1716 institutions of higher education, and the Texas Higher Education
1817 Coordinating Board data relating to costs associated with dual
1918 credit courses, including:
2019 (A) tuition and required fees;
2120 (B) the cost of required textbooks or other
2221 instructional materials;
2322 (C) the cost of student transportation to and
2423 from the location at which a dual credit course is provided;
2524 (D) any fee collected to pay the instructor of a
2625 dual credit course;
2726 (E) the cost of any assessment instrument
2827 administered under Section 51.333 as a prerequisite for enrollment
2928 in a dual credit course;
3029 (F) the cost of using a facility at which a dual
3130 credit course is provided; and
3231 (G) any other associated costs identified during
3332 the study;
3433 (2) identify the sources of funding for dual credit
3534 courses and the amount funded by each source; and
3635 (3) consult with relevant stakeholders, including the
3736 Texas Higher Education Coordinating Board, the American Institutes
3837 for Research, and the Texas Dual Credit Task Force.
3938 (b) The agency may contract with any public or private
4039 entity to conduct the study under this section.
4140 (c) Not later than December 1 of each even-numbered year,
4241 the agency shall submit to the governor, the lieutenant governor,
4342 and the speaker of the house of representatives a report on the
4443 results of the study under this section. The report must include a
4544 comparison of:
4645 (1) costs associated with dual credit courses offered
4746 at public high schools generally and costs associated with dual
4847 credit courses offered through a college and career readiness
4948 school program, including:
5049 (A) an early college high school program;
5150 (B) the Pathways in Technology Early College High
5251 School (P-TECH) program established under Section 29.553;
5352 (C) an Industry Cluster Innovative Academy; and
5453 (D) a Texas Science, Technology, Engineering,
5554 and Mathematics (T-STEM) Center; and
5655 (2) the cost associated with dual credit courses per
5756 semester credit hour or the equivalent and the total cost
5857 associated with those courses.
5958 (d) The commissioner may adopt rules as necessary to
6059 administer this section.
6160 SECTION 2. Not later than December 1, 2020, the Texas
6261 Education Agency shall submit the initial report required under
6362 Section 28.0091, Education Code, as added by this Act.
6463 SECTION 3. The Texas Education Agency is required to
6564 implement a provision of this Act only if the legislature
6665 appropriates money specifically for that purpose. If the
6766 legislature does not appropriate money specifically for that
6867 purpose, the Texas Education Agency may, but is not required to,
6968 implement a provision of this Act using other appropriations
7069 available for that purpose.
7170 SECTION 4. This Act takes effect immediately if it receives
7271 a vote of two-thirds of all the members elected to each house, as
7372 provided by Section 39, Article III, Texas Constitution. If this
7473 Act does not receive the vote necessary for immediate effect, this
7574 Act takes effect September 1, 2019.
