55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the game animal meat safety task force.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. GAME ANIMAL MEAT SAFETY TASK FORCE. (a) In this
1010 section, "task force" means the game animal meat safety task force.
1111 (b) The task force is composed of the following nine
1212 members:
1313 (1) the chair of the House Public Health Committee or
1414 its successor;
1515 (2) the chair of the Senate Health and Human Services
1616 Committee or its successor;
1717 (3) the chairs of the committees of the house and
1818 senate with primary jurisdiction over parks and wildlife;
1919 (4) the chairs of the committees of the house and
2020 senate with primary jurisdiction over agriculture; and
2121 (5) three members of the public who have demonstrated
2222 sufficient knowledge of game animal meat safety, appointed as
2323 follows:
2424 (A) one member appointed by the governor;
2525 (B) one member appointed by the lieutenant
2626 governor; and
2727 (C) one member appointed by the speaker of the
2828 house of representatives.
2929 (c) The chairs of the house and senate committees with
3030 primary jurisdiction over agriculture shall serve as co-presiding
3131 officers of the task force.
3232 (d) The task force shall:
3333 (1) study and examine trends in the commercially
3434 raised game meat industry in this state, including the regulations
3535 of and protections required for game meat, and the differences in
3636 the inspection of game meats compared to the inspection of
3737 traditional meats, including beef, pork, and poultry; and
3838 (2) develop a short-term and a long-term commercially
3939 raised game animal food safety plan to strengthen protections for
4040 commercially raised native and nonnative wildlife game animals.
4141 (e) A task force member is not entitled to compensation for
4242 the services provided as a task force member. Subject to the
4343 availability of funds, a task force member is entitled to
4444 reimbursement for the member's actual and necessary expenses
4545 incurred in performing task force duties.
4646 (f) The task force shall meet at the call of one of the
4747 co-presiding officers and may hold additional meetings as necessary
4848 by telephone conference call, videoconference, or other similar
4949 telecommunication method.
5050 (g) The task force shall hold at least three public hearings
5151 in locations selected by the task force to provide interested
5252 persons an opportunity to appear and speak on any subject relating
5353 to the powers and duties of the task force.
5454 (h) Not later than December 1, 2020, the task force must
5555 submit the short-term and the long-term commercially raised game
5656 animal food safety plan to the governor, lieutenant governor, and
5757 speaker of the house of representatives.
5858 (i) The task force is abolished and this Act expires January
5959 1, 2021.
6060 (j) Not later than December 1, 2019, the governor, the
6161 lieutenant governor, and the speaker of the house of
6262 representatives shall appoint the members of the task force created
6363 under this section.
6464 SECTION 2. EFFECTIVE DATE. This Act takes effect
6565 immediately if it receives a vote of two-thirds of all the members
6666 elected to each house, as provided by Section 39, Article III, Texas
6767 Constitution. If this Act does not receive the vote necessary for
6868 immediate effect, this Act takes effect September 1, 2019.
