| 9 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 9 | | SECTION 1. Chapter 140, Local Government Code, is amended |
|---|
| 11 | 10 | | by adding Section 140.012 to read as follows: |
|---|
| 12 | 11 | | Sec. 140.012. CERTAIN POLICIES AND PROGRAMS REGARDING USE |
|---|
| 13 | 12 | | OF PUBLIC MONEY PROHIBITED. A political subdivision of this state |
|---|
| 14 | 13 | | may not adopt or implement a policy or program that permits the use |
|---|
| 15 | 14 | | of public money or revenue of any kind to finance a political |
|---|
| 16 | 15 | | campaign. This section applies to a policy or program that permits: |
|---|
| 17 | 16 | | (1) the direct use of public money or revenue by the |
|---|
| 18 | 17 | | political subdivision to finance a political campaign; or |
|---|
| 19 | 18 | | (2) the indirect use of public money or revenue by the |
|---|
| 20 | 19 | | political subdivision through a voucher or similar program that |
|---|
| 21 | 20 | | provides a person with the public money or revenue to finance a |
|---|
| 22 | 21 | | political campaign. |

| 23 | 22 | | SECTION 2. This Act takes effect September 1, 2019. |
