46 AN ACT
57 relating to contract management standards and information for
68 contracts related to emergency management.
79 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
810 SECTION 1. Subchapter B, Chapter 2262, Government Code, is
911 amended by adding Section 2262.056 to read as follows:
1012 Sec. 2262.056. STANDARDS FOR CONTRACTS RELATED TO EMERGENCY
1113 MANAGEMENT. (a) The comptroller shall update the contract
1214 management guide to include contract management standards and
1315 information for contracts related to emergency management.
1416 (b) The comptroller shall develop the standards described
1517 by Subsection (a) in consultation with the Texas Division of
1618 Emergency Management, Texas A&M AgriLife Extension Service, Texas
1719 A&M Engineering Extension Service, and local governmental
1820 entities.
1921 (c) The guide must include:
2022 (1) preferred contracting standards;
2123 (2) information on contracts for services that may be
2224 necessary to respond to a natural disaster or to construct, repair,
2325 or rebuild property or infrastructure after a natural disaster,
2426 including clearing debris and providing information management
2527 services and construction services; and
2628 (3) advice on preparing for a natural disaster,
2729 including procedures to assist a state agency with contracting for
2830 services described by Subdivision (2) before a natural disaster
2931 occurs.
3032 SECTION 2. This Act takes effect September 1, 2019.
