| 7 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 10 | | SECTION 1. Subchapter B, Chapter 2262, Government Code, is |
|---|
| 9 | 11 | | amended by adding Section 2262.056 to read as follows: |
|---|
| 10 | 12 | | Sec. 2262.056. STANDARDS FOR CONTRACTS RELATED TO EMERGENCY |
|---|
| 11 | 13 | | MANAGEMENT. (a) The comptroller shall update the contract |
|---|
| 12 | 14 | | management guide to include contract management standards and |
|---|
| 13 | 15 | | information for contracts related to emergency management. |
|---|
| 14 | 16 | | (b) The comptroller shall develop the standards described |
|---|
| 15 | 17 | | by Subsection (a) in consultation with the Texas Division of |
|---|
| 16 | 18 | | Emergency Management, Texas A&M AgriLife Extension Service, Texas |
|---|
| 17 | 19 | | A&M Engineering Extension Service, and local governmental |
|---|
| 18 | 20 | | entities. |
|---|
| 19 | 21 | | (c) The guide must include: |
|---|
| 20 | 22 | | (1) preferred contracting standards; |
|---|
| 21 | 23 | | (2) information on contracts for services that may be |
|---|
| 22 | 24 | | necessary to respond to a natural disaster or to construct, repair, |
|---|
| 23 | 25 | | or rebuild property or infrastructure after a natural disaster, |
|---|
| 24 | 26 | | including clearing debris and providing information management |
|---|
| 25 | 27 | | services and construction services; and |
|---|
| 26 | 28 | | (3) advice on preparing for a natural disaster, |
|---|
| 27 | 29 | | including procedures to assist a state agency with contracting for |
|---|
| 28 | 30 | | services described by Subdivision (2) before a natural disaster |
|---|
| 29 | 31 | | occurs. |
|---|
| 30 | 32 | | SECTION 2. This Act takes effect September 1, 2019. |
