5	5	CONCURRENT RESOLUTION
6	6	WHEREAS, Dr. Bill Dean, who led the Texas Tech Alumni
7	7	Association as its president and CEO for 40 years, stepped down from
8	8	that position on December 31, 2018; and
9	9	WHEREAS, A graduate of Lubbock High School, Bill Dean earned
10	10	his bachelor's degree in marketing in 1961 from Texas Tech
11	11	University, where he was student body president and a valued member
12	12	of the university's baseball team; after college, he enlisted and
13	13	served for six years in the United States Army and was honorably
14	14	discharged in 1967 with the rank of first lieutenant; during his
15	15	time in the military, he completed a master's degree in secondary
16	16	education, and in 1971 he received a doctorate in education
17	17	administration; and
18	18	WHEREAS, Dr. Dean began his career in education at Lubbock
19	19	High School and later worked at Coronado High before joining the
20	20	faculty of the Texas Tech Department of Journalism; in the years
21	21	since, he has taught mass communications, journalism, and public
22	22	relations courses, and he has been named Best Teacher at Tech in 14
23	23	student polls, most recently in 2016-2017; he is also a two-time
24	24	recipient of the prestigious President's Excellence in Teaching
25	25	Award and received a Faculty Distinguished Leadership Award from
26	26	the Moms and Dads Association; he plans to continue teaching as an
27	27	associate professor in the College of Media & Communication, as he
28	28	has for more than 50 years; and
29	29	WHEREAS, A champion for Texas Tech and its academic mission,
30	30	Dr. Dean was named president and CEO of the alumni association in
31	31	1978; over the course of four decades, he has overseen several
32	32	expansions of the building that houses the association, and he and
33	33	his wife have been recognized with the dedication of the Peggy and
34	34	Bill Dean Grand Reception Hall in their honor; and
35	35	WHEREAS, Along the way, Dr. Dean has benefited Phi Delta
36	36	Theta fraternity, which he pledged as a student, in many
37	37	capacities; he has been active in the organization since his
38	38	graduation, serving as editor of its national publication, The
39	39	Scroll, and also advising the Texas Tech University Texas Epsilon
40	40	Chapter for 38 years; moreover, he has shared his expertise as an
41	41	advisor to the Saddle Tramps spirit organization for more than two
42	42	decades; and
43	43	WHEREAS, Driven by his intense loyalty to his alma mater and
44	44	his steadfast belief in the importance of higher education,
45	45	Dr. Bill Dean has contributed immeasurably to the Texas Tech Alumni
46	46	Association and the larger university community, and the impact of
47	47	his work will continue to be felt for years to come; now, therefore,
48	48	be it
49	49	RESOLVED, That the 86th Legislature of the State of Texas
50	50	hereby congratulate Dr. Bill Dean for his service as president and
51	51	CEO of the Texas Tech Alumni Association and extend to him sincere
52	52	best wishes for the future; and, be it further
53	53	RESOLVED, That an official copy of this resolution be
54	54	prepared for Dr. Dean as an expression of high regard by the Texas
55	55	House of Representatives and Senate.
