44 SENATE CONCURRENT RESOLUTION
55 WHEREAS, Bolivar Peninsula was named for Simon Bolivar,
66 liberator of Venezuela, Columbia, Ecuador, Peru, and Panama and
77 founder and president of Bolivia; the Peninsula has been known as a
88 destination famous for fishing, birding, shelling, and sea bathing
99 where many people call home for their families and their
1010 businesses; and
1111 WHEREAS, Throughout history, Bolivar Peninsula has weathered
1212 tremendous storms, each time rebuilding as a stronger and more
1313 resilient community; and
1414 WHEREAS, the Texas coastal region fuels the nation as the top
1515 state for waterborne commerce and is home to critical
1616 infrastructure that is integral to the national economy and to
1717 national security; and
1818 WHEREAS, the United States Army Corps of Engineers has
1919 initiated the Coastal Texas Protection and Restoration Feasibility
2020 Study to determine the feasibility of constructing coastal storm
2121 risk management and ecosystem restoration projects along the Texas
2222 Coast; The United States Army Corps of Engineers has recently
2323 concluded the public comment period on the Draft Integrated
2424 Feasibility Report and Environmental Impact Statement where the
2525 tentatively selected plan includes structures along Bolivar
2626 Peninsula and Galveston Island; and
2727 WHEREAS, comments from the public expressed concern with the
2828 tentatively selected plan due to consequences to homes, businesses,
2929 and the environment resulting from structures through the middle of
3030 the Peninsula; now, therefore, be it
3131 RESOLVED, That the 86th Legislature of the State of Texas,
3232 supports a revised Coastal Texas Protection and Restoration
3333 Feasibility Study tentatively selected plan that reflects
3434 community input from the Bolivar Peninsula received during the
3535 public comment period and ; and, be it further
3636 RESOLVED, The State of Texas recognizes the need of
3737 protecting the Texas coast; any structure on Bolivar Peninsula
3838 should protect not damage the community; and, be it further
3939 RESOLVED, That the Texas secretary of state forward official
4040 copies of this resolution to the commissioner of the Texas General
4141 Land Office, the United States Army Corps of Engineers, and to all
4242 members of the Texas delegation to Congress with the request that
4343 this resolution be officially entered in the Congressional Record.
