55 CONCURRENT RESOLUTION
66 WHEREAS, The Texas Military Department has requested four
77 special budget items for the 86th Texas Legislative Session; and
88 WHEREAS, Having carefully assessed the needs of the military
99 in our state, the department seeks $12,758,734 for expansion of the
1010 Texas State Guard, $5,804,910 for emergency and disaster
1111 preparedness, $55,814,800 for facility management and operation,
1212 and $1,710,000 for mental health and service member care; and
1313 WHEREAS, These items are essential to the operations of the
1414 14 military bases in Texas, to support for members of the U.S. armed
1515 forces serving in Texas, and to military preparedness in the Lone
1616 Star State; the U.S. has invested billions of dollars in these
1717 bases in the interest of national security, and the proposed
1818 construction of a border wall threatens to jeopardize this
1919 investment by pulling funding; and
2020 WHEREAS, A number of special projects would be affected or
2121 potentially halted if funding were pulled, including the Shoreview
2222 Field Maintenance Shop in Fort Worth, the Army Aviation Support
2323 Facility at Naval Air Station Joint Reserve Base Fort Worth, and the
2424 Camp Mabry Microgrid Project; moreover, redirecting any amount of
2525 funding from the Department of Defense would negatively impact
2626 Joint Base San Antonio, which is home to Fort Sam Houston and
2727 Randolph and Lackland Air Force Bases, and the Martindale Army
2828 Airfield; and
2929 WHEREAS, No action should be contemplated that reduces the
3030 readiness of our military or places the well-being of our troops at
3131 risk; now, therefore, be it
3232 RESOLVED, That the 86th Legislature of the State of Texas
3333 hereby oppose the allocation of any state or federal money toward
3434 the construction of a border wall; and, be it further
3535 RESOLVED, That the Texas secretary of state forward official
3636 copies of this resolution to the president of the United States, to
3737 the president of the Senate and the speaker of the House of
3838 Representatives of the United States Congress, and to all the
3939 members of the Texas delegation as an expression of sentiment by the
4040 Texas House of Representatives and Senate.
