4	5		SENATE CONCURRENT RESOLUTION
5	6		WHEREAS, The art form of mosaic is a 6,000-year-old technique
6	7		in which small pieces of glass, stone, or other materials are used
7	8		to create a pattern or a mural; and
8	9		WHEREAS, In the City of Levelland, artists have used this
9	10		ancient art form to portray a visual history of Hockley County and
10	11		to tell the story of its people and their achievements; and
11	12		WHEREAS, In 1968, Don Stroud, then an art professor at South
12	13		Plains College, created and installed the first mosaic work in
13	14		Levelland; the piece was made with glass tiles, which he had
14	15		acquired in Mexico, and he and his children installed the mosaic,
15	16		entitled Wild Mustangs, in the Fine Arts Building at the college;
16	17		and
17	18		WHEREAS, In the years since, additional mosaic works by Don
18	19		Stroud and other talented artists have been installed at the
19	20		college and at locations throughout the city; pieces like Hockley
20	21		County: Past to Present and Land of Soil, Oil, and Education, as
21	22		well as Hockley County Schools and Your Children's Children,
22	23		recount the area's history, and such works as Tree of Life, Arms of
23	24		Care, and New Morning celebrate the significant roles that the
24	25		medical profession and educational institutions play in the
25	26		community; and
26	27		WHEREAS, Today, Levelland is home to 13 of these distinctive
27	28		murals, which have engaged the citizenry and raised interest in the
28	29		arts and culture; local artists and city officials have worked
29	30		diligently to ensure that the mosaics are kept in pristine
30	31		condition, and a self-guided tour of the mosaics is a popular
31	32		activity for residents and visitors to the city; and
32	33		WHEREAS, Over the years, Levelland has become known
33	34		throughout the area as the City of Mosaics due to the many
34	35		captivating mosaic murals that adorn the city's landscape; now,
35	36		therefore, be it
36	37		RESOLVED, That the 86th Legislature of the State of Texas
37	38		hereby designate Levelland as the official City of Mosaics of
38	39		Texas; and, be it further
39	40		RESOLVED, That, in accordance with the provisions of Section
40	41		391.003(e), Government Code, this designation remain in effect
41	42		until the 10th anniversary of its designation.
