44 SENATE CONCURRENT RESOLUTION
55 WHEREAS, The Lipan Apache Tribe of Texas is the present-day
66 incarnation of a proud people who have lived in Texas and northern
77 Mexico for more than 300 years; and
88 WHEREAS, The Lipan Apaches have entered into treaties,
99 alliances, and pledges of friendship with the governments of Spain,
1010 Mexico, the German Confederation, and the United States; President
1111 Sam Houston and the Republic of Texas formally acknowledged a
1212 friendship with the Lipan Apaches through the Treaty of Live Oak
1313 Point in 1838; and
1414 WHEREAS, Today, the Lipan Apache Tribe is represented by a
1515 tribal government with a constitution and bylaws, and the tribe is a
1616 voting member of the National Congress of American Indians; the
1717 eagle remains sacred to the tribe, and the United States Department
1818 of the Interior has acknowledged the religious and legal rights of
1919 more than 200 tribal members to use eagle feathers in their
2020 ceremonial practices; and
2121 WHEREAS, Lipan Apaches have faithfully served in the armed
2222 forces of the United States during World War I, World War II, the
2323 Korean War, the Vietnam War, and the wars in Iraq and Afghanistan,
2424 as well as in other deployments; moreover, tribe member Frank Leota
2525 of San Antonio has risen to the prestigious post of command sergeant
2626 major for the United States Army Pacific Command; in addition,
2727 members of the Lipan Apache Tribe have served as police officers,
2828 ministers, nurses, and schoolteachers, as well as in many other
2929 important occupations; and
3030 WHEREAS, Blessed with a rich heritage, the Lipan Apaches have
3131 maintained a strong sense of identity and community, and they
3232 continue to make a valuable contribution to the culture of the Lone
3333 Star State; now, therefore, be it
3434 RESOLVED, That the 86th Legislature of the State of Texas
3535 hereby recognize the Lipan Apache Tribe of Texas and commend it on
3636 its many valuable contributions to this state; and, be it further
3737 RESOLVED, That an official copy of this resolution be
3838 prepared for the tribe as an expression of high regard by the Texas
3939 House of Representatives and Senate.
