 A JOINT RESOLUTION
 proposing a constitutional amendment providing for the creation of
 the State Flood Plan Implementation Fund to assist in the financing
 of certain flood-related projects and the transfer to that fund of
 money from the economic stabilization fund.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Article III, Texas Constitution, is amended by
 adding Section 49-d-14 to read as follows:
 Sec. 49-d-14.  (a)  The State Flood Plan Implementation Fund
 is created as a special fund in the state treasury outside the
 general revenue fund.
 (b)  As provided by general law, money in the State Flood
 Plan Implementation Fund may be administered and used, without
 further appropriation, by the Texas Water Development Board or that
 board's successor in function to implement the state flood plan
 that is adopted as required by general law by the Texas Water
 Development Board or that board's successor in function and to fund
 flood control dam repair and maintenance projects administered by
 the State Soil and Water Conservation Board.
 (c)  Separate accounts may be established in the State Flood
 Plan Implementation Fund as necessary to administer the fund or
 authorized projects.
 (d)  On November 30, 2019, the amount of $1.2 billion is
 transferred from the economic stabilization fund to the credit of
 the State Flood Plan Implementation Fund.  This subsection expires
 January 1, 2020.
 SECTION 2.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 5, 2019.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment providing for the
 creation of the State Flood Plan Implementation Fund to assist in
 the financing of certain flood-related projects and the transfer to
 that fund of money from the economic stabilization fund."
