99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 49-l(a), Article III, Texas
1111 Constitution, is amended to read as follows:
1212 (a) To fund financial assistance to counties for roadways to
1313 serve border colonias, the legislature by general law may authorize
1414 the governor to authorize the Texas Public Finance Authority or its
1515 successor to issue general obligation bonds or notes of the State of
1616 Texas in an aggregate amount not to exceed $275 [$175] million and
1717 to enter into related credit agreements. Except as provided by
1818 Subsection (c) of this section, the proceeds from the sale of the
1919 bonds and notes may be used only to provide financial assistance to
2020 counties for projects to provide access roads to connect border
2121 colonias with public roads. Projects may include the construction
2222 of colonia access roads, the acquisition of materials used in
2323 maintaining colonia access roads, and projects related to the
2424 construction of colonia access roads, such as projects for the
2525 drainage of the roads.
2626 SECTION 2. This proposed constitutional amendment shall be
2727 submitted to the voters at an election to be held November 5, 2019.
2828 The ballot shall be printed to permit voting for or against the
2929 proposition: "The constitutional amendment providing for the
3030 authorization of the issuance of $100 million in additional
3131 obligations for roadway needs in border colonias."
