| 9 | 9 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 49-l(a), Article III, Texas |
|---|
| 11 | 11 | | Constitution, is amended to read as follows: |
|---|
| 12 | 12 | | (a) To fund financial assistance to counties for roadways to |
|---|
| 13 | 13 | | serve border colonias, the legislature by general law may authorize |
|---|
| 14 | 14 | | the governor to authorize the Texas Public Finance Authority or its |
|---|
| 15 | 15 | | successor to issue general obligation bonds or notes of the State of |
|---|
| 16 | 16 | | Texas in an aggregate amount not to exceed $275 [$175] million and |
|---|
| 17 | 17 | | to enter into related credit agreements. Except as provided by |
|---|
| 18 | 18 | | Subsection (c) of this section, the proceeds from the sale of the |
|---|
| 19 | 19 | | bonds and notes may be used only to provide financial assistance to |
|---|
| 20 | 20 | | counties for projects to provide access roads to connect border |
|---|
| 21 | 21 | | colonias with public roads. Projects may include the construction |
|---|
| 22 | 22 | | of colonia access roads, the acquisition of materials used in |
|---|
| 23 | 23 | | maintaining colonia access roads, and projects related to the |
|---|
| 24 | 24 | | construction of colonia access roads, such as projects for the |
|---|
| 25 | 25 | | drainage of the roads. |

| 26 | 26 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 27 | 27 | | submitted to the voters at an election to be held November 5, 2019. |
|---|
| 28 | 28 | | The ballot shall be printed to permit voting for or against the |
|---|
| 29 | 29 | | proposition: "The constitutional amendment providing for the |
|---|
| 30 | 30 | | authorization of the issuance of $100 million in additional |
|---|
| 31 | 31 | | obligations for roadway needs in border colonias." |
