5 | 5 | | WHEREAS, Tarrant County lost a trailblazing public servant |

6 | 6 | | with the death of former county commissioner Dionne Phillips |
---|
7 | 7 | | Bagsby on January 10, 2019, at the age of 82; and |
---|
8 | 8 | | WHEREAS, The daughter of Paul William Phillips and Ann |
---|
9 | 9 | | Wicks Phillips, the former Dionne Phillips was born in Phoenix, |
---|
10 | 10 | | Illinois; she graduated from Illinois Wesleyan University and |
---|
11 | 11 | | went on to earn speech pathology certification from George |
---|
12 | 12 | | Peabody College for Teachers and a master's degree from Texas |
---|
13 | 13 | | Christian University; following her marriage to James A. Bagsby, |
---|
14 | 14 | | she became the mother of two treasured children, Dionne and |
---|
15 | 15 | | James, and with the passing years, her life was further enriched |
---|
16 | 16 | | by her four grandchildren, Kirbe, Kelli, Josiah, and Elijah, and |
---|
17 | 17 | | five step-grandchildren; and |
---|
18 | 18 | | WHEREAS, Ms. Bagsby joined the Fort Worth Independent |
---|
19 | 19 | | School District as a speech pathologist in the late 1960s, and |
---|
20 | 20 | | she played a key role in the peaceful integration of the |
---|
21 | 21 | | district; engaged in the broader community, she impressed other |
---|
22 | 22 | | activists with her tremendous skill and dedication, and they |
---|
23 | 23 | | urged her to run for office; she won election in 1988 as the |
---|
24 | 24 | | county's first female and first African American commissioner |
---|
25 | 25 | | and became the only African American woman to serve in that |
---|
26 | 26 | | office across the entire state; during her 16 years in that post, |
---|
27 | 27 | | she strove tirelessly to make government more inclusive, guiding |
---|
28 | 28 | | the appointment of women and minorities to county boards and |
---|
29 | 29 | | commissions and improving diversity in the workforce; she was a |
---|
30 | 30 | | tireless advocate for the most vulnerable members of society, |
---|
31 | 31 | | especially women and children, and through her leadership, the |
---|
32 | 32 | | county increased resources for education and women's shelters; |
---|
33 | 33 | | moreover, it decentralized hospital services to expand access to |
---|
34 | 34 | | health care, and it implemented a countywide immunization |
---|
35 | 35 | | program; and |
---|
36 | 36 | | WHEREAS, After leaving government, Ms. Bagsby remained |
---|
37 | 37 | | very active in the community; she served on numerous boards over |
---|
38 | 38 | | the years, sharing her expertise with such organizations as the |
---|
39 | 39 | | Fort Worth Symphony Orchestra, the United Way of Tarrant County, |
---|
40 | 40 | | Jubilee Theater, and Baylor Scott and White All Saints Medical |
---|
41 | 41 | | Center; in addition, she was a regent of Stephen F. Austin State |
---|
42 | 42 | | University and Texas College; her myriad accolades included the |
---|
43 | 43 | | 2018 High Impact Legacy Award from the Fort Worth Chamber of |
---|
44 | 44 | | Commerce, and both the county and the City of Crowley named |
---|
45 | 45 | | public buildings in her honor; Ms. Bagsby, however, never sought |
---|
46 | 46 | | credit for her accomplishments, and she advised the many people |
---|
47 | 47 | | she mentored to focus on results rather than acclaim; a popular |
---|
48 | 48 | | source of wise counsel, she could be relied upon to offer the |
---|
49 | 49 | | unvarnished truth, as well as kind encouragement; and |
---|
50 | 50 | | WHEREAS, Dionne Phillips Bagsby set an inspiring example |
---|
51 | 51 | | of selfless devotion to the greater good, and although she will |
---|
52 | 52 | | be deeply missed, her contributions will continue to resonate |
---|
53 | 53 | | powerfully in the years to come; now, therefore, be it |
---|
54 | 54 | | RESOLVED, That the Senate of the State of Texas, 86th |
---|
55 | 55 | | Legislature, hereby pay tribute to the life of Dionne Phillips |
---|
56 | 56 | | Bagsby and extend sincere condolences to all who mourn her |
---|
57 | 57 | | passing; and, be it further |
---|
58 | 58 | | RESOLVED, That an official copy of this Resolution be |

59 | 59 | | prepared for her family and that when the Texas Senate adjourns |
