55 WHEREAS, Tarrant County lost a trailblazing public servant
66 with the death of former county commissioner Dionne Phillips
77 Bagsby on January 10, 2019, at the age of 82; and
88 WHEREAS, The daughter of Paul William Phillips and Ann
99 Wicks Phillips, the former Dionne Phillips was born in Phoenix,
1010 Illinois; she graduated from Illinois Wesleyan University and
1111 went on to earn speech pathology certification from George
1212 Peabody College for Teachers and a master's degree from Texas
1313 Christian University; following her marriage to James A. Bagsby,
1414 she became the mother of two treasured children, Dionne and
1515 James, and with the passing years, her life was further enriched
1616 by her four grandchildren, Kirbe, Kelli, Josiah, and Elijah, and
1717 five step-grandchildren; and
1818 WHEREAS, Ms. Bagsby joined the Fort Worth Independent
1919 School District as a speech pathologist in the late 1960s, and
2020 she played a key role in the peaceful integration of the
2121 district; engaged in the broader community, she impressed other
2222 activists with her tremendous skill and dedication, and they
2323 urged her to run for office; she won election in 1988 as the
2424 county's first female and first African American commissioner
2525 and became the only African American woman to serve in that
2626 office across the entire state; during her 16 years in that post,
2727 she strove tirelessly to make government more inclusive, guiding
2828 the appointment of women and minorities to county boards and
2929 commissions and improving diversity in the workforce; she was a
3030 tireless advocate for the most vulnerable members of society,
3131 especially women and children, and through her leadership, the
3232 county increased resources for education and women's shelters;
3333 moreover, it decentralized hospital services to expand access to
3434 health care, and it implemented a countywide immunization
3535 program; and
3636 WHEREAS, After leaving government, Ms. Bagsby remained
3737 very active in the community; she served on numerous boards over
3838 the years, sharing her expertise with such organizations as the
3939 Fort Worth Symphony Orchestra, the United Way of Tarrant County,
4040 Jubilee Theater, and Baylor Scott and White All Saints Medical
4141 Center; in addition, she was a regent of Stephen F. Austin State
4242 University and Texas College; her myriad accolades included the
4343 2018 High Impact Legacy Award from the Fort Worth Chamber of
4444 Commerce, and both the county and the City of Crowley named
4545 public buildings in her honor; Ms. Bagsby, however, never sought
4646 credit for her accomplishments, and she advised the many people
4747 she mentored to focus on results rather than acclaim; a popular
4848 source of wise counsel, she could be relied upon to offer the
4949 unvarnished truth, as well as kind encouragement; and
5050 WHEREAS, Dionne Phillips Bagsby set an inspiring example
5151 of selfless devotion to the greater good, and although she will
5252 be deeply missed, her contributions will continue to resonate
5353 powerfully in the years to come; now, therefore, be it
5454 RESOLVED, That the Senate of the State of Texas, 86th
5555 Legislature, hereby pay tribute to the life of Dionne Phillips
5656 Bagsby and extend sincere condolences to all who mourn her
5757 passing; and, be it further
5858 RESOLVED, That an official copy of this Resolution be
5959 prepared for her family and that when the Texas Senate adjourns
6060 this day, it do so in memory of Dionne Phillips Bagsby.
