2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to join |
---|
3 | 3 | | organizations across the state in observing February 6, 2019, as |
---|
4 | 4 | | Mental Illness Awareness Day at the State Capitol; and |
---|
5 | 5 | | WHEREAS, Mental illness is a serious and often |
---|
6 | 6 | | misunderstood issue that affects the lives of millions of Texans; |
---|
7 | 7 | | an estimated 25 percent of American adults and 13 percent of |
---|
8 | 8 | | young people between the ages of eight and 15 suffer from a |
---|
9 | 9 | | diagnosable mental disorder in a given year; and |
---|
10 | 10 | | WHEREAS, Major depression is a leading cause of disability |
---|
11 | 11 | | worldwide and is associated with a significant risk of suicide; |
---|
12 | 12 | | over 90 percent of those who commit suicide suffer from a mental |
---|
13 | 13 | | illness at the time of their death; and |
---|
14 | 14 | | WHEREAS, Chronic mental illness often develops early in |
---|
15 | 15 | | life; it begins by the age of 14 in approximately one-half of |
---|
16 | 16 | | cases and by the age of 24 in three-quarters of cases; and |
---|
17 | 17 | | WHEREAS, The impact of mental illness on the nation's |
---|
18 | 18 | | veterans and its active-duty military is a serious cause for |
---|
19 | 19 | | concern; among soldiers returning from Iraq and Afghanistan, |
---|
20 | 20 | | rates of post-traumatic stress disorder reach as high as 31 |
---|
21 | 21 | | percent after a year of deployment, and veterans face an |
---|
22 | 22 | | exceedingly high rate of suicide; and |
---|
23 | 23 | | WHEREAS, Police officers frequently become first responders |
---|
24 | 24 | | to persons suffering a mental health crisis; and |
---|
25 | 25 | | WHEREAS, Prevalence rates of serious mental illnesses in |
---|
26 | 26 | | jails are three to six times higher than for the general |
---|
27 | 27 | | population; and |
---|
28 | 28 | | WHEREAS, Recent scientific advances have helped to remove |
---|
29 | 29 | | the stigma once associated with mental illnesses, and |
---|
30 | 30 | | organizations across the state and nation are committed to |
---|
31 | 31 | | improving the lives of those affected by mental illness through |
---|
32 | 32 | | the promotion of prevention and treatment methods; it is truly |
---|
33 | 33 | | fitting that a day be set aside to recognize and support those |
---|
34 | 34 | | efforts; now, therefore, be it |
---|
35 | 35 | | RESOLVED, That the Senate of the State of Texas, 86th |
---|
36 | 36 | | Legislature, hereby recognize February 6, 2019, as Mental |
---|
37 | 37 | | Illness Awareness Day at the State Capitol; and, be it further |
---|
38 | 38 | | RESOLVED, That a copy of this Resolution be prepared in |
---|
39 | 39 | | honor of this special occasion. |
