11 SENATE RESOLUTION NO. 128
22 WHEREAS, The Senate of the State of Texas is pleased to join
33 organizations across the state in observing February 6, 2019, as
44 Mental Illness Awareness Day at the State Capitol; and
55 WHEREAS, Mental illness is a serious and often
66 misunderstood issue that affects the lives of millions of Texans;
77 an estimated 25 percent of American adults and 13 percent of
88 young people between the ages of eight and 15 suffer from a
99 diagnosable mental disorder in a given year; and
1010 WHEREAS, Major depression is a leading cause of disability
1111 worldwide and is associated with a significant risk of suicide;
1212 over 90 percent of those who commit suicide suffer from a mental
1313 illness at the time of their death; and
1414 WHEREAS, Chronic mental illness often develops early in
1515 life; it begins by the age of 14 in approximately one-half of
1616 cases and by the age of 24 in three-quarters of cases; and
1717 WHEREAS, The impact of mental illness on the nation's
1818 veterans and its active-duty military is a serious cause for
1919 concern; among soldiers returning from Iraq and Afghanistan,
2020 rates of post-traumatic stress disorder reach as high as 31
2121 percent after a year of deployment, and veterans face an
2222 exceedingly high rate of suicide; and
2323 WHEREAS, Police officers frequently become first responders
2424 to persons suffering a mental health crisis; and
2525 WHEREAS, Prevalence rates of serious mental illnesses in
2626 jails are three to six times higher than for the general
2727 population; and
2828 WHEREAS, Recent scientific advances have helped to remove
2929 the stigma once associated with mental illnesses, and
3030 organizations across the state and nation are committed to
3131 improving the lives of those affected by mental illness through
3232 the promotion of prevention and treatment methods; it is truly
3333 fitting that a day be set aside to recognize and support those
3434 efforts; now, therefore, be it
3535 RESOLVED, That the Senate of the State of Texas, 86th
3636 Legislature, hereby recognize February 6, 2019, as Mental
3737 Illness Awareness Day at the State Capitol; and, be it further
3838 RESOLVED, That a copy of this Resolution be prepared in
3939 honor of this special occasion.
