2 | 2 | | WHEREAS, Dr. Diana Natalicio announced her retirement as |

3 | 3 | | president of The University of Texas at El Paso in May of 2018, |

4 | 4 | | and as she prepares to conclude her remarkable three-decade |
---|
5 | 5 | | tenure in office, it is indeed fitting to recognize her |
---|
6 | 6 | | exceptional accomplishments; and |
---|
7 | 7 | | WHEREAS, Dr. Natalicio joined the university's faculty as |
---|
8 | 8 | | an assistant professor of linguistics in 1971; she rose to become |
---|
9 | 9 | | chair of the modern languages department, dean of the College of |
---|
10 | 10 | | Liberal Arts, and vice president of Academic Affairs before her |
---|
11 | 11 | | appointment as president in 1988; and |
---|
12 | 12 | | WHEREAS, Committed to expanding access to higher |
---|
13 | 13 | | education, Dr. Natalicio has skillfully guided the growth of |
---|
14 | 14 | | enrollment from 15,000 to more than 25,000; the school's |
---|
15 | 15 | | demographics now reflect those of the predominantly Hispanic |
---|
16 | 16 | | Paso del Norte region, and many students are the first in their |
---|
17 | 17 | | families to attend college; over the past 30 years, the |
---|
18 | 18 | | university's budget has increased from $65 million to more than |
---|
19 | 19 | | $500 million; and |
---|
20 | 20 | | WHEREAS, Dr. Natalicio has also focused on improving the |
---|
21 | 21 | | quality and breadth of academics and research; when she took the |
---|
22 | 22 | | helm, the university had a single doctoral program; today, it |
---|
23 | 23 | | offers 22 doctoral programs, and the institution's reputation |
---|
24 | 24 | | for excellence has helped capture significant research funding, |
---|
25 | 25 | | including more than $94 million annually from such agencies as |
---|
26 | 26 | | the United States Department of Energy, the National Endowment |
---|
27 | 27 | | for the Humanities, and the Environmental Protection Agency; the |
---|
28 | 28 | | university has designated nearly $400 million to build and |
---|
29 | 29 | | renovate facilities for science, engineering, and health |
---|
30 | 30 | | sciences, as well as for infrastructure related to student |
---|
31 | 31 | | quality of life; in 2018, the institution launched a new |
---|
32 | 32 | | binational academic partnership with a leading research |
---|
33 | 33 | | institution in Mexico, the Universidad Tecnológica de Ciudad |
---|
34 | 34 | | Juárez; and |
---|
35 | 35 | | WHEREAS, An acclaimed leader in higher education, |

36 | 36 | | Dr. Natalicio was appointed by President Bill Clinton to the |
---|
37 | 37 | | National Science Board and by President George H. W. Bush to the |
---|
38 | 38 | | Advisory Commission on Educational Excellence for Hispanic |
---|
39 | 39 | | Americans; she has served on the boards of the Hispanic |
---|
40 | 40 | | Scholarship Fund, the Rockefeller Foundation, Trinity |
---|
41 | 41 | | Industries, Sandia Corporation, the United States-Mexico |
---|
42 | 42 | | Foundation for Science, and the American Council on Education; in |
---|
43 | 43 | | 2017, she was named one of Fortune magazine's Top 50 World |
---|
44 | 44 | | Leaders, and the previous year, Time magazine ranked her among |
---|
45 | 45 | | the 100 Most Influential People in the World; her other honors |
---|
46 | 46 | | include the Academic Leadership Award from the Carnegie |

47 | 47 | | Corporation of New York and the Orden Mexicana del Aguila Azteca, |

48 | 48 | | the highest recognition Mexico accords foreign nationals; she |

49 | 49 | | holds a bachelor's degree from Saint Louis University and both a |

50 | 50 | | master's degree in Portuguese and a doctoral degree in |

51 | 51 | | linguistics from The University of Texas at Austin; and |

52 | 52 | | WHEREAS, Diana Natalicio has elevated the national |

53 | 53 | | profile of The University of Texas at El Paso while making the |
---|
54 | 54 | | university more responsive to the needs of residents of the |
---|
55 | 55 | | Paso del Norte region, and her tremendous contributions to |
---|
56 | 56 | | higher education will continue to resonate for decades to |
---|
57 | 57 | | come; now, therefore, be it |
---|
58 | 58 | | RESOLVED, That the Senate of the State of Texas, 86th |
---|
59 | 59 | | Legislature, hereby commend Dr. Diana Natalicio for her |
---|
60 | 60 | | exemplary service as president of The University of Texas at El |
---|
61 | 61 | | Paso and extend to her sincere best wishes for the future; and, be |
---|
