| 3 | 3 | | Austin on February 20, 2019, to celebrate Garland Day at the |

| 4 | 4 | | State Capitol; and |
|---|
| 5 | 5 | | WHEREAS, Named for Augustus H. Garland, who served as |
|---|
| 6 | 6 | | attorney general of the United States, the city began as the site |
|---|
| 7 | 7 | | of a new post office that was established in 1887 between the |
|---|
| 8 | 8 | | communities of Duck Creek and Embree; the population grew to 478 |
|---|
| 9 | 9 | | over the next few years, and Garland was incorporated in 1891; and |
|---|
| 10 | 10 | | WHEREAS, Now the sixth-largest city in the Dallas/Fort |
|---|
| 11 | 11 | | Worth Metroplex, with area in Collin, Rockwall, and Dallas |
|---|
| 12 | 12 | | Counties, Garland is home to more than 230,000 people and such |
|---|
| 13 | 13 | | major employers as The Kraft Heinz Company, US Foods, Epiroc |
|---|
| 14 | 14 | | Drilling Solutions, and Hatco, which contribute greatly to the |
|---|
| 15 | 15 | | area's economy; in 2015, Garland was recognized as the |
|---|
| 16 | 16 | | eighth-best-run city in the country; moreover, it has been ranked |
|---|
| 17 | 17 | | as the second-best city in the State of Texas for saving money, |
|---|
| 18 | 18 | | and in 2008, CNN placed it on its list of "Top 100 Places to |
|---|
| 19 | 19 | | Live"; and |
|---|
| 20 | 20 | | WHEREAS, The people of Garland enjoy numerous amenities, |
|---|
| 21 | 21 | | including nearly 3,000 acres of parkland; the Firewheel Town |
|---|
| 22 | 22 | | Center is an outdoor mall offering access to more than 100 |
|---|
| 23 | 23 | | businesses and a movie theater, and 5th Street Crossing at |

| 24 | 24 | | Garland Station is a mixed-use development that helped to |
|---|
| 25 | 25 | | revitalize Garland's historic downtown; and |
|---|
| 26 | 26 | | WHEREAS, With 56,000 students, Garland Independent School |
|---|
| 27 | 27 | | District is one of the largest and most diverse school districts |
|---|
| 28 | 28 | | in the state; it emphasizes community involvement and access to |
|---|
| 29 | 29 | | technology, and the district's Hillside Academy for Excellence |
|---|
| 30 | 30 | | has been recognized by the United States Department of Education |
|---|
| 31 | 31 | | as a National Blue Ribbon School; and |
|---|
| 32 | 32 | | WHEREAS, This dynamic city is one of the Lone Star State's |
|---|
| 33 | 33 | | great treasures, and it is indeed a pleasure to honor the |
|---|
| 34 | 34 | | citizens of Garland as they continue to work toward an even |
|---|
| 35 | 35 | | brighter future; now, therefore, be it |
|---|
| 36 | 36 | | RESOLVED, That the Senate of the State of Texas, 86th |
|---|
| 37 | 37 | | Legislature, hereby recognize February 20, 2019, as Garland Day |
