1	1	SENATE RESOLUTION NO. 212
2	2	WHEREAS, Captain Shawn Stephenson, Lieutenant Jeff Evans,
3	3	and Sergeant Steve Tippett of the Texas Department of Public
4	4	Safety and game warden Cody Buckaloo of the Texas Parks and
5	5	Wildlife Department are being honored with Life Saving Awards
6	6	from the Texas Department of Public Safety on February 21, 2019,
7	7	in recognition of their roles in the rescue of four Texans during
8	8	the recent Llano River flood; and
9	9	WHEREAS, On October 8, 2018, the city of Junction was
10	10	pummeled by more than 18 inches of rain in the span of less than
11	11	24 hours, causing the Llano River to spill over its banks; the
12	12	flooding was particularly perilous to nearby recreational
13	13	vehicle campgrounds, and as the river swelled to over 31 feet
14	14	high, the onrush of water toppled and destroyed travel trailers
15	15	and carried away many of their occupants; and
16	16	WHEREAS, Summoned to the area as part of a Texas Department
17	17	of Public Safety helicopter crew, Captain Shawn Stephenson and
18	18	Lieutenant Jeff Evans immediately began locating survivors and
19	19	managed to save a man who was stranded in a cluster of trees; they
20	20	subsequently linked up with Warden Cody Buckaloo, a rescue
21	21	swimmer, and the three officers successfully pulled two more
22	22	individuals and a pet dog out of the waters near the Main Street
23	23	Bridge; and
24	24	WHEREAS, Captain Stephenson and Lieutenant Evans were
25	25	later joined by Sergeant Steve Tippett, who took over the
26	26	responsibilities of rescue swimmer from Warden Buckaloo, and the
27	27	three men were called to conduct the rescue of a woman who had
28	28	been struggling to stay afloat for hours; the fast-moving current
29	29	made it difficult for Sergeant Tippett to reach the woman, and
30	30	the team was forced to devise an alternative strategy; just as
31	31	Sergeant Tippett entered the water, the victim succumbed to
32	32	exhaustion and went under, but the officer was able to pull her to
33	33	the surface and attach a harness; she was then rushed to the
34	34	hospital and ultimately survived the harrowing ordeal thanks to
35	35	the crew's courageous intervention; and
36	36	WHEREAS, These public servants demonstrated a tremendous
37	37	amount of technical skill and a willingness to perform their
38	38	duties at great risk to themselves, and through their exceptional
39	39	bravery, they helped prevent further loss of life; now,
40	40	therefore, be it
41	41	RESOLVED, That the Senate of the State of Texas, 86th
42	42	Legislature, hereby congratulate Captain Shawn Stephenson,
43	43	Lieutenant Jeff Evans, Sergeant Steve Tippett, and Warden Cody
44	44	Buckaloo on their receipt of Life Saving Awards from the Texas
45	45	Department of Public Safety and extend to them heartfelt
46	46	gratitude for their heroism; and, be it further
47	47	RESOLVED, That an official copy of this Resolution be
48	48	prepared for each officer as an expression of high regard by the
49	49	Texas Senate.
