11 SENATE RESOLUTION NO. 219
22 WHEREAS, The Texas Senate is pleased to recognize
33 February 19, 2019, as El Paso Day at the State Capitol; and
44 WHEREAS, El Paso is a vibrant, bilingual, and bicultural
55 community that is moving forward with growing cultural and fine
66 arts offerings, exemplary educational institutions, and many
77 historical resources and museums; and
88 WHEREAS, The City of El Paso was recently recognized as an
99 All-America City for its outstanding civic accomplishments and
1010 for demonstrating continued innovation, inclusiveness, civic
1111 engagement, and cross-sector collaboration; and
1212 WHEREAS, El Paso is consistently rated as one of the safest
1313 cities in the country; that marker of excellence is a testament
1414 to the city's top-tier law enforcement elements and its
1515 safety-focused and engaged community; and
1616 WHEREAS, El Paso is home to The University of Texas at El
1717 Paso, which was recently ranked as a top-tier Research One
1818 Doctoral University by the Carnegie Classification of
1919 Institutions of Higher Education for its very high research
2020 activity; and
2121 WHEREAS, Texas Tech University Health Sciences Center El
2222 Paso became a standalone health sciences center in 2013, making
2323 it the fourth and newest member of the Texas Tech University
2424 System; the center is composed of the Paul L. Foster School of
2525 Medicine, the Gayle Greve Hunt School of Nursing, and the
2626 Graduate School of Biomedical Sciences; headed by Dr. Richard
2727 Lange, the university enrolls more than 1,000 students, is home
2828 to the first medical school on the nation's southern border, and
2929 conducts important research focused on cancer, infectious
3030 diseases, diabetes and metabolic disorders, and the
3131 neurosciences, and it will soon add the Woody L. Hunt School of
3232 Dental Medicine, which will improve access to critical dental
3333 care for West Texans; and
3434 WHEREAS, The United States Army post Fort Bliss has
3535 undergone the most extensive transformation in its 171-year
3636 history; there has been a 300-percent increase in its population
3737 since 2005 and an investment of $6 billion in construction for
3838 new, top-of-the-line facilities for the incoming personnel and
3939 their families; this installation is at the forefront of the
4040 army's transformation plan and has transitioned from a training
4141 post to a forces command post and home of the 1st Armored
4242 Division, "America's Tank Division"; and
4343 WHEREAS, El Paso Day at the State Capitol provides an
4444 opportunity for friends and families to honor El Paso and its
4545 rich heritage, which today is enjoyed by residents and
4646 vacationers of all ages; now, therefore, be it
4747 RESOLVED, That the Senate of the State of Texas, 86th
4848 Legislature, hereby recognize February 19, 2019, as El Paso Day
4949 at the State Capitol and join the citizens of this historic and
5050 vibrant region in paying tribute to this wonderful city; and, be
5151 it further
5252 RESOLVED, That a copy of this Resolution be prepared as a
5353 memento of this special occasion.
