1	1	SENATE RESOLUTION NO. 219
2	2	WHEREAS, The Texas Senate is pleased to recognize
3	3	February 19, 2019, as El Paso Day at the State Capitol; and
4	4	WHEREAS, El Paso is a vibrant, bilingual, and bicultural
5	5	community that is moving forward with growing cultural and fine
6	6	arts offerings, exemplary educational institutions, and many
7	7	historical resources and museums; and
8	8	WHEREAS, The City of El Paso was recently recognized as an
9	9	All-America City for its outstanding civic accomplishments and
10	10	for demonstrating continued innovation, inclusiveness, civic
11	11	engagement, and cross-sector collaboration; and
12	12	WHEREAS, El Paso is consistently rated as one of the safest
13	13	cities in the country; that marker of excellence is a testament
14	14	to the city's top-tier law enforcement elements and its
15	15	safety-focused and engaged community; and
16	16	WHEREAS, El Paso is home to The University of Texas at El
17	17	Paso, which was recently ranked as a top-tier Research One
18	18	Doctoral University by the Carnegie Classification of
19	19	Institutions of Higher Education for its very high research
20	20	activity; and
21	21	WHEREAS, Texas Tech University Health Sciences Center El
22	22	Paso became a standalone health sciences center in 2013, making
23	23	it the fourth and newest member of the Texas Tech University
24	24	System; the center is composed of the Paul L. Foster School of
25	25	Medicine, the Gayle Greve Hunt School of Nursing, and the
26	26	Graduate School of Biomedical Sciences; headed by Dr. Richard
27	27	Lange, the university enrolls more than 1,000 students, is home
28	28	to the first medical school on the nation's southern border, and
29	29	conducts important research focused on cancer, infectious
30	30	diseases, diabetes and metabolic disorders, and the
31	31	neurosciences, and it will soon add the Woody L. Hunt School of
32	32	Dental Medicine, which will improve access to critical dental
33	33	care for West Texans; and
34	34	WHEREAS, The United States Army post Fort Bliss has
35	35	undergone the most extensive transformation in its 171-year
36	36	history; there has been a 300-percent increase in its population
37	37	since 2005 and an investment of $6 billion in construction for
38	38	new, top-of-the-line facilities for the incoming personnel and
39	39	their families; this installation is at the forefront of the
40	40	army's transformation plan and has transitioned from a training
41	41	post to a forces command post and home of the 1st Armored
42	42	Division, "America's Tank Division"; and
43	43	WHEREAS, El Paso Day at the State Capitol provides an
44	44	opportunity for friends and families to honor El Paso and its
45	45	rich heritage, which today is enjoyed by residents and
46	46	vacationers of all ages; now, therefore, be it
47	47	RESOLVED, That the Senate of the State of Texas, 86th
48	48	Legislature, hereby recognize February 19, 2019, as El Paso Day
49	49	at the State Capitol and join the citizens of this historic and
50	50	vibrant region in paying tribute to this wonderful city; and, be
51	51	it further
52	52	RESOLVED, That a copy of this Resolution be prepared as a
53	53	memento of this special occasion.
