2 | 2 | | WHEREAS, The year 2019 marks the 46th anniversary of the |

3 | 3 | | year the Honorable Mickey Leland was sworn in as a member of the |
---|
4 | 4 | | Texas House of Representatives; and |
---|
5 | 5 | | WHEREAS, Born in Lubbock in 1944, George Thomas "Mickey" |
---|
6 | 6 | | Leland III grew up in Houston's Fifth Ward and earned his |
---|
7 | 7 | | bachelor's degree in pharmacy at Texas Southern University; |
---|
8 | 8 | | while working as an instructor of clinical pharmacy at his alma |
---|
9 | 9 | | mater, he developed an educational outreach campaign offering |
---|
10 | 10 | | medical screenings to low-income residents; and |
---|
11 | 11 | | WHEREAS, Congressman Leland was only 28 when he won |
---|
12 | 12 | | election to the Texas House of Representatives from District 88, |
---|
13 | 13 | | then located in Harris County; he quickly gained renown as a |
---|
14 | 14 | | champion of health care for the poor, and he helped secure |
---|
15 | 15 | | passage of legislation giving those in need access to affordable |
---|
16 | 16 | | generic drugs; a member of numerous committees, he became the |
---|
17 | 17 | | first African American to serve on the Senate-House Conference |
---|
18 | 18 | | Committee as a member of the House Appropriations Committee, and |
---|
19 | 19 | | he was vice chair of the Joint Committee on Prison Reform; and |
---|
20 | 20 | | WHEREAS, In 1978, following three terms in the Texas |
---|
21 | 21 | | Legislature, Congressman Leland was elected to the United States |
---|
22 | 22 | | House of Representatives; he founded the House Select Committee on |
---|
23 | 23 | | Hunger and helped establish the National Commission on AIDS; in |
---|
24 | 24 | | addition, he secured passage of bills providing fresh produce to |
---|
25 | 25 | | low-income families and medical clinics and food to the homeless; |
---|
26 | 26 | | he also served as chair of the Black Caucus, and he won praise from |
---|
27 | 27 | | the State Department for his successful efforts in arranging the |
---|
28 | 28 | | release of four Americans imprisoned in Cuba; tragically, he lost |
---|
29 | 29 | | his life in a plane crash in 1989, while leading a relief mission to |
---|
30 | 30 | | a refugee camp in Ethiopia; his contributions have since continued |
---|
31 | 31 | | to resonate, and over the years, a number of facilities and |
---|
32 | 32 | | initiatives have been renamed in his honor, among them a federal |
---|
33 | 33 | | building in Houston, the Texas Commission on Environmental |
---|
34 | 34 | | Quality's Internship Program, and the Mickey Leland College |
---|
35 | 35 | | Preparatory Academy for Young Men; moreover, the Barbara |
---|
36 | 36 | | Jordan-Mickey Leland School of Public Affairs at Texas Southern |
---|
37 | 37 | | University celebrates the contributions of these two |
---|
38 | 38 | | groundbreaking representatives from the 18th Congressional |
---|
39 | 39 | | District; and |

40 | 40 | | WHEREAS, Mickey Leland demonstrated a tremendous commitment |

41 | 41 | | to his fellow Texans and to vulnerable people the world over, and |

42 | 42 | | his legacy remains a source of inspiration to all; now, therefore, |
