11 SENATE RESOLUTION NO. 220
22 WHEREAS, The year 2019 marks the 46th anniversary of the
33 year the Honorable Mickey Leland was sworn in as a member of the
44 Texas House of Representatives; and
55 WHEREAS, Born in Lubbock in 1944, George Thomas "Mickey"
66 Leland III grew up in Houston's Fifth Ward and earned his
77 bachelor's degree in pharmacy at Texas Southern University;
88 while working as an instructor of clinical pharmacy at his alma
99 mater, he developed an educational outreach campaign offering
1010 medical screenings to low-income residents; and
1111 WHEREAS, Congressman Leland was only 28 when he won
1212 election to the Texas House of Representatives from District 88,
1313 then located in Harris County; he quickly gained renown as a
1414 champion of health care for the poor, and he helped secure
1515 passage of legislation giving those in need access to affordable
1616 generic drugs; a member of numerous committees, he became the
1717 first African American to serve on the Senate-House Conference
1818 Committee as a member of the House Appropriations Committee, and
1919 he was vice chair of the Joint Committee on Prison Reform; and
2020 WHEREAS, In 1978, following three terms in the Texas
2121 Legislature, Congressman Leland was elected to the United States
2222 House of Representatives; he founded the House Select Committee on
2323 Hunger and helped establish the National Commission on AIDS; in
2424 addition, he secured passage of bills providing fresh produce to
2525 low-income families and medical clinics and food to the homeless;
2626 he also served as chair of the Black Caucus, and he won praise from
2727 the State Department for his successful efforts in arranging the
2828 release of four Americans imprisoned in Cuba; tragically, he lost
2929 his life in a plane crash in 1989, while leading a relief mission to
3030 a refugee camp in Ethiopia; his contributions have since continued
3131 to resonate, and over the years, a number of facilities and
3232 initiatives have been renamed in his honor, among them a federal
3333 building in Houston, the Texas Commission on Environmental
3434 Quality's Internship Program, and the Mickey Leland College
3535 Preparatory Academy for Young Men; moreover, the Barbara
3636 Jordan-Mickey Leland School of Public Affairs at Texas Southern
3737 University celebrates the contributions of these two
3838 groundbreaking representatives from the 18th Congressional
3939 District; and
4040 WHEREAS, Mickey Leland demonstrated a tremendous commitment
4141 to his fellow Texans and to vulnerable people the world over, and
4242 his legacy remains a source of inspiration to all; now, therefore,
4343 be it
4444 RESOLVED, That the Senate of the State of Texas, 86th
4545 Legislature, hereby commemorate the 46th anniversary of Mickey
4646 LelandbeingsworninasamemberoftheTexasHouse
